About this opportunity

The California Department of Veterans Affairs is soliciting quotes for barber and cosmetology services at the Veterans Home of California at Redding under contract number 26RS0007. The procurement covers four service categories: haircuts (400 estimated services), beard and mustache trims (54 services), mustache trims (23 services), and bedside service surcharges (2 services) to be delivered over a three-year contract term from July 1, 2026, through June 30, 2029. The selected contractor must be licensed by the California Department of Consumer Affairs Board of Barbering and Cosmetology and must provide all personal tools, equipment, and supplies, including shampoo, conditioner, sterilizing solutions, combs, brushes, scissors, clippers, protective drapes, and hand-held vacuums. Services are required two to three days per month for four-hour sessions, not to exceed twelve hours monthly, during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) at the facility in Redding, California. Prior to service initiation, the contractor must complete all required health clearances, including tuberculosis screening, annual influenza vaccination, and Live Scan background clearance, and must visit the Contract Manager within seven business days of award. The solicitation deadline for responses is March 30, 2026, with a questions deadline of March 23, 2026, and responses to questions due March 24, 2026. Award will be made to the lowest responsive responsible quote in accordance with Government Code 14838.5, and the contractor must submit invoices monthly to the CalVet Contract Manager with required documentation including dates of service, hourly rates, and time-in/time-out information.

This procurement is designated as a DVBE (Disabled Veteran Business Enterprise) only set-aside, restricting eligible bidders to firms certified by the California Department of General Services as disabled veteran-owned businesses. Prospective vendors must submit all required documentation, including a completed quote rate sheet with all-inclusive unit prices for each service category, STD 204 and 205 Payee Data Records, Contractor Certification Clauses, DVBE Declaration, Commercially Useful Function Certification Form, certificates of commercial general liability insurance of at least $1,000,000 per occurrence naming the State of California as additional insured, and proof of required state barbering and cosmetology licenses. A minimum three percent DVBE participation goal applies, with bid incentives of up to 5% provided for confirmed DVBE participation. All quotes must be submitted via email to trinh.nguyen@calvet.ca.gov with the subject line "Response to CalVet Solicitation: 26RS0007." No bidders' conference or mandatory site visit is required; however, vendors are encouraged to review the complete scope of work in Exhibit A and submit questions through the designated email channel. No protest rights are available under this Solicitation for Quote procurement method. The specific award value or contract budget has not been disclosed in the solicitation documents, as the total contract cost will be determined by the bidders' quoted unit rates applied to actual service volumes delivered during the contract term.
