About this opportunity
Fulton County, Georgia's Department of Senior Services is requesting proposals for Mobile Wellness Clinic services for seniors age 65 and older under RFP 26RFP1622517A-JWT, with proposals due July 6, 2026 at 11:00 a.m. A local preference (5% of evaluation points) applies to businesses maintaining a staffed, fixed physical location within Fulton County for at least one year prior to proposal submission, and SDVBE preference (2% of evaluation points) applies to certified firms.
The scope covers Medicare preventive benefit services including Annual Wellness Visits, Advanced Care Planning, Depression Screenings, Medicare Preventive Services as defined by CMS, Fall Risk Assessments, and Neuro-Cognitive Assessments delivered at four County Senior Multipurpose facilities: Dorothy C. Benson, H.J.C. Bowden, Harriett G. Darnell, and Helene S. Mills. Services will be voluntary, appointment-based, serving up to 50 eligible seniors annually at no cost to Fulton County. Proposers must demonstrate substantial knowledge and experience in Medicare preventive benefit administration and show financial responsibility and capability to perform. Comprehensive insurance is required: Workers' Compensation, Commercial General Liability ($1 million per occurrence), Professional Liability/Malpractice ($1 million/$3 million), and Cyber Liability ($2 million).
There is no direct compensation from Fulton County; contractors will utilize their own medical billing systems to bill Medicare and public insurance for eligible services rendered. The contract commences upon execution in 2026 and ends December 31, 2026, with two optional one-year renewal terms (January 1, 2027 through December 31, 2028) subject to Board of Commissioners approval.
Proposals are evaluated on a 100-point scale: Project Plan/Approach (30%), Qualifications of Key Personnel (25%), Relevant Project Experience/Past Performance (25%), Availability of Key Personnel (13%), Local Preference (5%), and SDVBE Preference (2%). The pre-proposal conference is June 15, 2026 at 10:00 a.m. via Zoom. Questions are due June 29, 2026 at 2:00 p.m. Award is based on best value to the County, not lowest cost alone. The County reserves the right to reject all proposals or award to multiple contractors.
