About this opportunity

Fulton County, Georgia is requesting proposals for standby professional services in environmental engineering and testing services on an as-needed, task-order basis, with proposals due July 15, 2026 at 11:00 a.m. and a pre-proposal conference on June 10, 2026 at 10:00 a.m. via Zoom. The County intends to engage one or more firms.

Local preference of 5 points is available to businesses with a staffed, fixed physical location in Fulton County for at least one year prior to submission. Service-disabled veteran business enterprise preference of 2 points applies to certified firms. The County has identified availability of 16.83% MBE and 3.41% FBE subcontracting opportunities.

Scope encompasses environmental engineering and testing services including Phase I and II environmental assessments, asbestos and lead-based paint surveys, water testing, geotechnical sampling and testing, construction materials testing, indoor air quality services, and code-required special construction materials inspection. The cost proposal requires submission of hourly rates and unit costs across five service categories: Environmental Engineering and Testing Services, Bulk Sampling and Analysis, Geotechnical Survey Services, Indoor Air Quality Services, and Code-Required Construction Materials Testing and Inspection Services. Position classifications include Project Engineer, Registered Project Engineer, and Certified Industrial Hygienist.

The contract commences in 2027 and runs through December 31, 2027, with two optional one-year renewal periods (2028 and 2029) subject to Board of Commissioners approval and availability of appropriated funds. Awardees must maintain professional liability insurance ($2,000,000 per claim/aggregate), commercial general liability insurance ($1,000,000 per occurrence), and workers' compensation insurance. All contractors must comply with Georgia Security and Immigration Compliance Act requirements and E-Verify program participation for services exceeding $2,499.99.

Evaluation is on a 100-point scale: project plan and approach (22%), qualifications of key personnel (18%), relevant project experience (18%), availability of key personnel (15%), cost proposal (20%), local preference (5%), and service-disabled veteran preference (2%). Pricing is evaluated by lowest average hourly rate receiving full points with successive rates proportionally scored. Questions are due June 17, 2026 at 4:30 p.m. Tentative oral interviews are scheduled for July 27–31, 2026, with an anticipated Board of Commissioners meeting on September 2, 2026.
