The Illinois Secretary of State is requesting bids for construction of a new lift station at the Index Building, 111 E. Monroe Street, Springfield, Illinois, under IFB 26PS729004, with bids due August 4, 2026 and a mandatory pre-bid conference on July 21, 2026 at 10:30 a.m. at 501 South 2nd Street, Room 037, Springfield. Bidders must be pre-qualified by the Illinois Capital Development Board and possess seven years of documented experience in commercial lift station removal and installation; compliance with the Illinois Works Jobs Program Act and Illinois Works Apprenticeship Initiative is required.

The scope encompasses furnishing and installing a complete prefabricated fiberglass-reinforced polyester basin with dual submersible grinder pumps (Barnes Model XZSGV2092L or approved equal from Zolar or Liberty, 20–30 GPM, 35 feet of head, 2.0–3.75 horsepower, 3-phase 60 Hz 208–240V), piping assemblies, a UL 508A-listed wall-mounted NEMA 3R control panel with SCADA integration, dual level detection switches, level instrumentation, underground PVC conduit, electrical systems, concrete sidewalks and curbing, asphalt paving, excavation and dewatering, and removal of the existing lift station while maintaining operations. All equipment must be new and from manufacturers with proven grinder pump experience. The contractor must provide shop drawings, operations and maintenance manuals, one day of factory technician on-site instruction, factory testing per Hydraulic Institute standards, field testing, and a one-year warranty from acceptance. Six-month site inspections and 24-hour emergency service availability are required post-startup.

The contract term is two years with a maximum total term not to exceed ten years including renewal options. Pricing must be submitted as a firm, all-inclusive total cost with no separate expenses allowed. A performance bond is required within ten days of contract execution, and a Certificate of Insurance naming the State as additional insured must be maintained with $1 million general commercial liability per occurrence. Subcontracting is permitted but not at 100 percent of contract value; subcontracts exceeding $50,000 annually require Illinois Standard Certifications. A $15 Minority Contractor Opportunity Initiative fee will be deducted from first payment. The contract may be partially or fully funded with federal funds, with percentages disclosed upon notice of intent to award. Bidders must submit either Vendor Disclosure (Forms A) or IPG Active Registered Vendor Disclosure (Forms B) with all required certifications and financial disclosures.
