The California Department of Veterans Affairs is requesting quotes for PowerDMS by NEOGOV software-as-a-service licenses and implementation services under RFQ 26HS0503, with quotes due August 10, 2026 at 2:00 p.m. PT. Small business and disabled veteran business enterprise (DVBE) preferences apply, with a maximum 5% preference cap for small business and up to 5% incentive for DVBE participation.

The scope includes PowerDMS by NEOGOV PowerPolicy and PowerStandards SaaS licenses, single sign-on services, accreditation resource packages, standards management tools, and comprehensive implementation, configuration, document migration, and training services. Award will be made to the lowest responsive, responsible bidder whose quote complies with all RFQ requirements. All invoices will be paid in arrears upon completion of work and approval by the CalVet Contract Manager, with payment due within 45 days of invoice.

Written questions are due July 30, 2026, with responses provided August 3, 2026. The State intends to announce its award decision on August 11, 2026. The State reserves the right to reject all quotes and is not required to award a contract.
