About this opportunity

The California Department of Veterans Affairs is soliciting quotes for cemetery operations equipment maintenance and repair services at California Central Coast Veterans Cemetery in Seaside, California, with quotes due August 4, 2026. This solicitation is restricted to California Small Businesses or Micro Businesses certified by the Department of General Services — a hard set-aside that filters all respondents.

The scope covers semiannual maintenance, non-emergency repairs, and emergency repairs on four pieces of equipment: one Kubota Model KX040-4r3 excavator, two John Deere Gators (Models HPX and 865E), and one John Deere Model 2025R tractor. The contractor must maintain a minimum of two qualified service technicians with experience or factory training on the specified equipment. Semiannual maintenance must occur within the first month of contract award and every six months thereafter, preferably on Wednesdays during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday). Emergency service requires on-site technician response within two hours; non-emergency repairs within twenty-four hours. The contractor must maintain complete service histories for each piece of equipment, including documentation of maintenance performed, parts replaced, technician information, and labor hours.

The contract term runs from November 1, 2026, through June 30, 2029. Pricing is structured as hourly rates for three service categories (semiannual maintenance, non-emergency repairs, and emergency repairs) multiplied by estimated visit quantities (six, three, and three visits respectively), with a maximum parts and materials allowance of $10,500 over the contract term. Parts up to $500 per single repair are provided at no cost; parts exceeding $500 require prior written approval and are reimbursed at actual cost. The contractor must carry commercial general liability insurance with minimum limits of $1 million per occurrence and workers' compensation coverage.

Award will be made to the lowest responsive responsible quote, with a tie-breaking provision favoring disabled veteran-owned businesses. Questions are due July 23, 2026, at 5:00 p.m.; responses will be posted by July 29, 2026, at 5:00 p.m. Quotes must be submitted via email to Mohammad.Sharif@calvet.ca.gov with the subject line "Response to CalVet Solicitation: 26HS0013."
