About this opportunity
The California Department of Veterans Affairs is soliciting bids for Grease Trap Cleaning and Disposal Services at the Veterans Home of California at Fresno through Invitation for Bid (IFB) No. 26FS0005. The procurement requires a qualified contractor to provide comprehensive pumping and disposal services for three grease interceptor tanks—one 2,000-gallon tank at the main kitchen and two 750-gallon tanks at Buildings 1 and 5—with service intervals every 90 days plus or minus 10 days. The contractor must be licensed and qualified to perform all work in compliance with federal and state regulations, including Title 17, 19, and 22 of the California Code of Regulations, and must hold a valid California business license, current DMV Motor Carrier Permit with a Gross Vehicle Weight Rating of 10,000 pounds or more, City/County Commercial Refuse Hauler's Permit, County Environmental Health Permit, and California Department of Food and Agriculture Inedible Kitchen Grease Hauler permit. Service deliverables include complete removal of grease from each tank by pumping to the bottom level, visual inspection of systems for blockages or damage, and detailed invoices including service dates, gallons removed, disposal receipts from qualified industrial or solid waste facilities, and visual inspection results. The contractor must provide Commercial General Liability coverage of at least $1,000,000 per occurrence, Automobile Liability of at least $1,000,000 per accident with MCS90 endorsement, and Pollution Liability/Environmental Impairment Liability of at least $1,000,000. The evaluation criteria for award will be the lowest responsible bid that complies with all IFB requirements. Critical dates include a mandatory walkthrough on April 21, 2026, at 10:00 AM, questions due by April 22, 2026, at 2:00 PM, responses posted by April 23, 2026, at 5:00 PM, bid submission by email to eric.dahmen@calvet.ca.gov by April 28, 2026, at 5:00 PM, public bid opening on April 29, 2026, at 10:00 AM, and anticipated award date of May 5, 2026, with contract performance running from January 1, 2027, through December 31, 2029.
Although no specific small business set-aside is designated, the procurement encourages Disabled Veteran Business Enterprise (DVBE) participation with an incentive of 1% to 5% reduction in bid price based on the percentage of confirmed DVBE participation, and a 5% preference applies to certified small businesses and non-small businesses claiming 25% or greater small business subcontractor participation. All bidders must comply with the Darfur Contracting Act, Russia Sanctions Executive Order N-6-22, and Generative Artificial Intelligence notification requirements, and must complete all mandatory certifications including the Bidder Declaration, Payee Data Record (STD 204), Bid Rate Sheet, proof of California business licensing, Darfur Contracting Act compliance documentation, and Contractor Certification Clauses. Bidders claiming Small Business, Micro Business, or Disabled Veteran Business Enterprise certifications must complete the appropriate certification forms and demonstrate commercially useful function through documented scope of work, performance timelines, and compensation details. No incumbent vendor information or existing infrastructure integration requirements are specified in the solicitation documents. The bid rate sheet requires all-inclusive unit costs for each of the three service line items (quarterly maintenance for the 2,000-gallon tank and each of the two 750-gallon tanks, with an estimated 12 service visits per tank over the contract term), with rates remaining binding for the entire contract duration including any formal extensions or amendments; the contract is subject to budget contingency provisions, and the State does not guarantee the actual amount of services required.
