About this opportunity

The State of California Department of Veterans Affairs is soliciting bids for Temporary Relief Medical Director, Physician, and Physician Assistant Services at the Veterans Home of California - Barstow under Invitation for Bid (IFB) Number 26BS0003. The procurement seeks a contractor to provide temporary and relief medical staffing services on an as-needed basis to fill vacancies, substitute for employees on extended leave, or maintain appropriate staffing levels at the facility located at 100 East Veterans Parkway, Barstow, CA 92311. Services include five categories: Medical Director on-site hours (25 hours per month), Medical Director off-site phone consultation hours in 15-minute increments (20 hours per month), Physician on-site hours (30 hours per month), Physician off-site phone consultation hours in 15-minute increments (20 hours per month), and Physician Assistant services (85 hours per month) over an estimated 24-month contract term from September 1, 2026, through August 31, 2028. Qualified medical providers must reside within a 100-mile radius of the facility and respond to service requests within one hour; hold current and valid M.D., D.O., or Physician Assistant licenses with board certification or eligibility in Geriatric Medicine, Internal Medicine, or Family Practice; maintain unrestricted Drug Enforcement Administration certificates; and possess current Cardiopulmonary Resuscitation and Basic Life Support certifications. Prior to service commencement, providers must complete credential verification, background clearance via Live-Scan fingerprinting, health clearance including tuberculosis screening and influenza vaccination, and facility orientation. A mandatory walkthrough is required and will be held on April 30, 2026, at 10:00 AM; bidders may submit written questions by May 4, 2026, at 4:00 PM with responses posted by May 7, 2026; and bids must be submitted via email to kelli.gravina@calvet.ca.gov by May 12, 2026, at 5:00 PM, with public bid opening on May 13, 2026, at 10:00 AM and proposed award on May 15, 2026. Award will be made to the lowest responsible bidder whose bid complies with all requirements, with evaluation based on submitted all-inclusive hourly rates for each service category.

The solicitation includes a Disabled Veteran Business Enterprise (DVBE) participation incentive available to bidders proposing DVBE subcontractor participation, with incentives ranging from 1 to 5 percent depending on confirmed DVBE participation levels, and a five percent preference available to certified Small/Micro Business enterprises, provided no single preference exceeds $50,000. Bidders must comply with all mandatory compliance certifications including the Unruh Civil Rights Act and Fair Employment and Housing Act certifications, Contractor Certification Clauses, Darfur Contracting Act certification, and Iran Contracting Act compliance requirements. Contractors must maintain professional liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate, general liability coverage, workers' compensation, and other required insurances as specified in the Certificate of Insurance template. All submitted documentation including the Bid/Bidder Certification Sheet, Bid Rate Sheet, Payee Data Record (STD 204), Bidder Declaration (GSPD-05-105), Commercially Useful Function Certification Form, DVBE declarations, and proof of valid California business license or equivalent business standing must be submitted as a complete package, with failure to provide any required document potentially resulting in bid rejection. No incumbent contractor or current service provider is identified in the solicitation materials, and no specific budget allocation or award value range is disclosed; however, the contract term extends 24 months with compensation calculated based on submitted hourly rates applied to actual service volume with a minimum of five working days' notice when possible, though CalVet reserves the right to adjust service needs based on facility requirements and makes no guarantee regarding actual service volume.
