About this opportunity

The City of Daytona Beach, Florida (Volusia County) has issued Invitation for Bid (ITB) #2637 for the complete demolition, repair, and replacement of Lift Station #45, a critical wastewater infrastructure project. The procurement encompasses removal of the existing tube-type system and installation of a new facility featuring two Flygt submersible pumps (14 horsepower each, 1000 GPM capacity with 36 feet total dynamic head), new force main piping (10-inch and 12-inch diameter ductile iron and PVC), a concrete caisson wet well with lining systems, mechanical and electrical equipment including SCADA controls and an emergency generator, site improvements such as chain-link fencing and asphalt driveway replacement, and all associated utility connections and erosion control measures. Bidders must be licensed as a Florida General Contractor (CGC) or Certified Underground Contractor (CUC) with a minimum of five years of active operation in Florida and must submit documentation of at least three previously completed similar projects with owner references, an inspection of the work site, equipment inventory, and subcontracting plans. The project is structured as a lump sum contract with 25 line items including mobilization, demolition, temporary bypass pumping, lift station installation, electrical work, and maintenance of traffic, with owner's allowances totaling $15,000. Critical deadlines include the non-mandatory pre-bid conference on April 24, 2026 at 10:00 AM via Microsoft Teams, the question submission deadline of May 14, 2026 at 5:00 PM through the OpenGov platform, and bid responses due online by May 21, 2026 at 2:00 PM with virtual bid opening at the same time. Bidders must provide 10% bid security and, if awarded, furnish 100% Performance and Payment Bonds (unless contract price is less than $100,000), maintain comprehensive insurance with the City named as additional insured, establish a drug-free workplace program, and utilize E-Verify for employment verification.

The procurement contains no specific set-aside designations for disadvantaged enterprises or minority-owned businesses; however, local vendor preference considerations may apply if applicable per City policy. No incumbent contractors or existing technology integration requirements are identified in the solicitation documents. The contract will be awarded to the lowest responsive and responsible bidder, with all bids held for up to 60 days following opening for review and investigation of contractor qualifications prior to award. The City reserves the right to reject any or all bids and maintains piggyback authority allowing other government entities to participate under the same terms and conditions. While no specific budget range or award value is provided in the procurement documents, the presence of a $15,000 owner's allowance and required bid security at 10% of the bid amount suggests a substantial construction project; detailed cost estimates can be derived from the specifications and drawings which include geotechnical considerations, dewatering requirements, and specialized equipment installation necessitating significant contractor investment and expertise.
