City of Daytona Beach Lift Station #45 Replacement - Bid Specifications and Geotechnical Report

This document set comprises comprehensive bid specifications and a geotechnical investigation report for the City of Daytona Beach's Lift Station #45 replacement project located on Flagg Street in Daytona Beach, Volusia County, Florida. The project scope includes the construction of a new lift station (wet well) with submersible pumps, discharge piping, valves, appurtenances, electrical systems including SCADA controls, and an emergency generator. Work is organized into 24 bid items including mobilization/demobilization, demolition, traffic maintenance, temporary bypass pumping, the lift station structure and equipment, stainless steel and ductile iron piping, various valve types, gravity sewer connections, manholes, flow metering, emergency generator installation, electrical panels, and site restoration. The project is structured as a lump sum contract with individual unit prices for certain items such as piping and fencing. Specifications reference compliance with AWWA, ANSI, ASTM, ACI, and Florida standards. A non-mandatory pre-bid conference will be held virtually via Teams with details provided in the solicitation timeline. All bid submittals must be made exclusively through the City's online platform at https://procurement.opengov.com/portal/codb, with no paper bids accepted. Bidders are required to register and participate through the platform to receive addenda, answers to questions, and public announcements.

The geotechnical investigation, conducted by Andreyev Engineering, Inc., identified subsurface conditions consisting of gray to grayish brown clayey fine sand overlying greenish gray sandy clay and silty fine sands to a depth of 30 feet. The water table was measured at approximately 5 feet below ground surface with seasonal high groundwater anticipated at 2 to 3 feet below surface, necessitating active dewatering during construction. Standard Penetration Test (SPT) results indicate medium-dense to loose soil conditions adequate for foundation support with proper site preparation and compaction to 95% Modified Proctor density. The contractor must design and implement a dewatering system capable of lowering the groundwater table at least 2 feet below maximum excavation depth and is solely responsible for dewatering system design, operation, and discharge management. Recommendations include constructing a neat cement grout plug at excavation bottom for stable working base, limiting excavation side slopes to 2 horizontal to 1 vertical, placing backfill in 6-inch lifts with light compaction equipment, and retaining a geotechnical firm for on-site inspection and compaction testing. Hydrostatic uplift protection will be required through methods such as added dead weight, extension of base slabs, permanent dewatering systems, or uplift piles given the anticipated groundwater conditions and below-grade structure depth of approximately 19 feet.
