About this opportunity
The City of Daytona Beach Police Department is conducting an Invitation for Bid (ITB) to acquire duty-issued handguns and holsters with trade-in provisions for existing departmental firearms. The procurement seeks a minimum of 340 Glock 9mm handguns across three new models (Glock 47 MOS, Glock 45 FS MOS, and Glock 48 MOS) paired with 390 tactical holster units in multiple configurations, with successful bidders required to credit the trade-in value of 394 existing Glock firearms (Glock 22 Gen 3/4/5, Glock 23 Gen 4, and Glock 27 Gen 4) against the purchase price. Bidders must provide unit pricing for each line item with the option to include shipping and freight as a lump-sum cost, and delivery or pickup must occur within 90 to 120 days from receipt of the purchase order. Required qualifications include a minimum of one year of prior experience providing similar commodities, sufficient organizational capacity and equipment, and submission of comprehensive documentation including W-9 forms, insurance certificates with a minimum $1,000,000 combined single limit liability coverage, conflict of interest disclosures, drug-free workplace certifications, and various compliance affidavits. The question deadline is February 5, 2026, at 5:00 p.m., with bid submissions due February 12, 2026, at 11:00 a.m. through the OpenGov Procurement Platform; bids will be held for up to 60 days for review and investigation of bidder qualifications. The City reserves the right to increase or decrease quantities based on Police Department needs and to award multiple contracts to different bidders if deemed in the City's best interest.
The solicitation includes a local vendor preference provision allowing qualified local vendors located within a 10-mile radius of Daytona Beach to submit best and final offers if their initial bid is within 10 percent of the lowest non-local bid, though no specific set-aside designations for disadvantaged enterprises are identified in the documentation. No incumbent vendors or current contractors are listed in this solicitation. The procurement does not reference any required integration with existing technology infrastructure beyond the mandatory use of the City's OpenGov Procurement Platform for all submissions and communications. Award is contingent upon the successful bidder submitting a signed contract and 100 percent performance security within 15 business days of the Notice of Intent to Award. While a specific budget range is not disclosed in the solicitation, the trade-in credit value for the 394 existing firearms will reduce the overall net procurement cost, with final award values dependent on bidder pricing for the 340 handguns and 390 holster units.
