About this opportunity
Northern Virginia Community College is requesting sealed bids for construction services to convert existing office and copy spaces on the third floor of the CM Building into an engineering laboratory classroom and pantry under IFB 260-B5260-007, with bids due November 5, 2026 at 2:00 P.M. and public opening at 2:00 P.M. on November 6.
Bidders must be registered vendors in eVA and hold valid Virginia contractor licensure (Class A, B, or C) at bid submission. Virginia prevailing wage applies to carpenters, electricians, plumbers, sprinkler fitters, and other trade classifications specified by the Virginia Department of Labor and Industry. A Small Business Procurement Plan identifying proposed small business participation percentage is required with each bid.
The scope includes demolition, architectural work, and mechanical-electrical-plumbing systems serving approximately 1,675 square feet on the third floor of the CM Building at 8333 Little River Turnpike, Annandale, Virginia. Fire alarm, fire suppression, and access control systems require completion and approval by a Virginia-registered engineer and state building official. Work is classified as a Chapter 6 Alteration Level 2 under the Virginia Existing Building Code 2021 Edition. Pantry work must occur during overnight hours (6:00 P.M. to 6:00 A.M.) to minimize disruption to occupied adjacent academic spaces; all other work permitted after 6:00 A.M. Work is prohibited during finals weeks (December 8–14, 2026 and May 4–10, 2027). Substantial Completion is required within 120 consecutive calendar days from Notice to Proceed, with Final Completion within 30 days thereafter.
The contract is awarded on a lump sum basis for the Total Base Bid Amount plus any additive bid items at the Owner's discretion. A Commonwealth of Virginia Standard Bid Bond (Form CO-10.2) in 5% of the bid amount is required, along with Standard Performance Bond (CO-10) and Standard Labor and Material Payment Bond (CO-10.1) regardless of contract amount. A non-mandatory pre-bid conference is scheduled for October 21, 2026 at 10:30 A.M. in CW Building Conference Room 318. The Owner's Representative is Kaylin Brewer (KBREWER@NVCC.EDU, 260-580-4909).
