About this opportunity
The Town of Provincetown is requesting proposals for a mixed-income ownership housing development on two adjacent town-owned parcels at 26 Shank Painter Road and 15 Browne Street, with proposals due November 30, 2026 at 12:00 p.m., and a non-mandatory site visit on November 2, 2026.
Proposers must demonstrate at least five years' experience in housing development and a successful track record of at least two similar projects. The project requires creation of a minimum of 24 residential units (studios to two-bedroom), with preference for additional units up to site capacity. The Town seeks a mix of affordability levels ranging from 80% to 200% AMI, with strong preference for units serving 80% to 150% AMI. The property comprises approximately 0.4 acres in the Shank Painter Road Form-Based Code District and is zoned to allow up to four stories when providing a minimum 25% affordable or community units.
The Town approved a financial appropriation of up to $4 million as a direct contribution to the project, structured as "last money in" and committed only after all other identified financing sources are secured and subject to a grant agreement and permanent affordable housing restriction held by the Town. The developer bears responsibility for design, construction, and full development execution. The Town will provide public water and sewer utilities; electric and gas availability require verification.
Proposals must include detailed development concepts with unit mix and affordability narrative justification, preliminary site and landscape designs, architectural renderings, construction staging plans, detailed project financing with sources and uses pro forma, letters of interest from construction and permanent lenders, and an Affirmative Fair Housing Marketing Plan–aligned marketing strategy. Evaluation criteria include developer experience and team capacity, affordability mix, site design, infrastructure and green design, building design compatibility, financial feasibility, and references. The Town intends to execute a Purchase and Sales Agreement and Land Development Agreement within 90 days of selection, with development completion expected within three years of agreement execution. Questions are due November 23, 2026 at 12:00 a.m. Proposals must remain binding for 120 days following opening.
