About this opportunity
The Bay County Board of County Commissioners is requesting sealed or electronic bids to install vinyl sheet piles with a concrete cap and two new sets of stairs for water access at Ira Hutchinson Park in Panama City, Florida, with bids due September 3, 2026 at 2:30 p.m. CDT and a mandatory pre-bid meeting on August 5, 2026 at 10:00 a.m. CDT. Failure to attend the pre-bid meeting results in automatic disqualification.
Bidders must be Florida-licensed Building Contractors or General Contractors; all subcontractors must be properly licensed in their respective trades. The scope includes approximately 758 linear feet of vinyl sheet pile walls with concrete pile caps, two 4-foot-wide water-access stairs, two 80-inch-wide EZ-Dock floating docks (approximately 450 square feet combined), pre-fabricated aluminum gangways, 12-inch-thick concrete gangway landing pads, a new concrete boat ramp, demolition of existing structures, dredging of approximately 18 cubic yards, and erosion control with floating turbidity curtains and silt fencing. Work must conform to current FDOT Design Standards and Bay County standards per Dewberry Engineers construction plans. The contractor is responsible for obtaining NPDES and other applicable permits, coordinating utility locating, providing six sets of as-built drawings (one digital AutoCAD copy sealed by a Florida registered surveyor) with deviations exceeding 0.1 feet in vertical elevation or 1 foot in horizontal location documented, and restoring the site.
The contract term is 120 calendar days from Notice to Proceed. A bid bond equal to 5% of the proposed base bid amount must accompany each submission. The contract will be awarded to the lowest responsive, responsible bidder. Bids are made on a unit-price basis and must include all labor, materials, equipment, permits, bonds, insurance, taxes, and overhead. Payment follows Florida's Prompt Payment Act with 5% retainage held at the County's discretion; final payment is due within 30 days of substantial completion. General liability, auto liability, excess/umbrella liability (minimum $1 million per occurrence each), workers' compensation (minimum $500,000 per accident), builders risk, watercraft liability, installation floater, vendor's equipment, fidelity, and products/completed operations coverage (three years post-acceptance) are required, with Bay County named as additional insured and 30-day cancellation notice. A Public Construction Bond per Florida Statute Section 255.05 is required. Written questions are due August 17, 2026 at 5:00 p.m. CDT. The anticipated Board award meeting is October 6, 2026. Successful bidders must execute the contract and furnish bonds and insurance within 10 days of Notice of Award. Bids remain valid for 90 days following opening. The contractor must maintain a one-year warranty on workmanship and materials from the final-payment date and comply with E-Verify employment eligibility verification.
