About this opportunity

Alaska Railroad Corporation is requesting quotations for construction services on the Seward Port Avenue Pedestrian Underpass Grading & Paving Project, with electronic quotes due by 3:00 PM local time on September 14, 2026. A non-mandatory pre-bid site visit is scheduled for September 9, 2026 at 11:00 AM; registration to attend closes at 3:00 PM on September 4, 2026. The project may be funded in whole or in part by Federal Transit Administration or Federal Highway Administration funds, triggering Davis-Bacon Act compliance and prevailing wage requirements. ARRC has established a race-neutral DBE Program with a 4.0% DBE participation aspiration for FY 2025–2027.

Work scope includes completion of grading and paving of a pedestrian underpass beneath Port Avenue in Seward. The partially cleared site requires excavation (287 cubic yards unclassified), placement of borrow material (308 cubic yards Type A), aggregate base course (150 tons Grading D-1), porous backfill (9.7 cubic yards), asphalt pathway paving (60 tons over a 4-inch aggregate base with 2-inch asphalt surface), field-fitting of a 12-inch corrugated aluminum pipe culvert, installation of wayfinding and restriction signage at five locations, and completion of an infiltration basin. Maximum pathway grades are 8 percent with minimum radius of 10 feet. The contractor must perform staking and field verification, verify existing utilities and topography, and coordinate tie-ins with the concurrent adjacent passenger terminal project.

Substantial completion is required by November 20, 2026, and final completion by December 11, 2026. Bid security of 5% of the bid price is required. Payment and Performance Bonds at 100% of contract amount are required for bids exceeding $100,000. Contractors must hold an Alaska Contractors License and comply with ARRC Standard Specifications for Construction (2025 Edition), including Federal Railroad Administration Roadway Worker Protection regulations and AREMA standards. Commercial General Liability insurance of $5,000,000 per occurrence / $10,000,000 aggregate and Railroad Protective Liability of $5,000,000 are mandatory. Liquidated damages of $50 per minute apply for train delays (60-minute minimum for passenger trains; 30-minute minimum for other rail traffic). The contractor must submit weekly certified payrolls, maintain a drug and alcohol-free workplace with pre-employment screening, and coordinate daily with ARRC operations, the Port of Seward, and Marine Operations.
