About this file
This is Addendum Number 1 to a Request for Quotation issued by the Alaska Railroad Corporation (ARRC) for construction services on the Seward Port Avenue Pedestrian Underpass Grading & Paving project. The addendum cancels the originally scheduled non-mandatory pre-bid/site visit that was scheduled for September 9, 2026, due to lack of registrations by the deadline of September 4, 2026. Electronic quotations were originally due by 3:00 PM local time on September 14, 2026. The addendum revises the project completion schedule, extending the Substantial Completion date from the original November 20, 2026, to June 1, 2027, and the Final Completion date from December 11, 2026, to June 30, 2027. All other terms and conditions of the original solicitation remain unchanged. Bidders are required to acknowledge receipt of this addendum and all previous addenda in their firm's Service Bid Form (Form 395-0129).
Bids exceeding $100,000 require submission of a bid bond as specified in Attachment #1 of the addendum. The bid bond form provided includes detailed instructions for completion, requiring the principal contractor and authorized sureties (corporations or partnerships authorized to do business in Alaska as insurers) to execute the bond with corporate seals affixed. The penal sum of the bond may be expressed as either a specific dollar amount or as a percentage of the contract bid price, and the bond execution date must not be later than the bid opening date. Individual sureties are not accepted; only corporate entities meeting Alaska's insurance requirements under AS 21.09 are authorized to serve as surety.
