About this opportunity

Bay County Board of County Commissioners is issuing RFP 26-23 for the Natural Resource Damage Assessment Early Restoration Phase IV Artificial Reef Project in partnership with the Florida Fish and Wildlife Conservation Commission. The procurement seeks qualified vendors to construct and deploy multi-sided, prefabricated polyhedral concrete artificial reef modules weighing at least 4,000 pounds within Large Area Artificial Reef Site (LAARS) B, located approximately 23 nautical miles southwest of Saint Andrews Pass in the Gulf of Mexico. Deliverables include Type I modules (25-foot minimum height with vertical steel pole at least 10 feet tall) and Type II modules (25-foot minimum height without poles), both fabricated from marine-grade concrete with minimum 4,000 psi strength, featuring at least five openings per side ranging from 8 to 40 inches, internal layered habitat structures, and solid bottoms or top openings greater than 36 inches to prevent sea turtle entrapment. Vendors must propose the total quantity of Type I and Type II modules they can construct and deploy within the $395,000 budget allocation, with compensation structured on a per-unit cost basis for loading, transporting, and deploying materials. The project objectives include enhancing long-term recreational opportunities and supporting marine fish habitat through strategic module deployment across ten designated sites. Evaluation criteria total 100 points: Experience and Understanding (20 points), Module Specifications and Design Detail (35 points), Schedule of Operations (10 points), Available Deployment Resources (15 points), and Price per Unit (20 points). A mandatory pre-submittal meeting is scheduled for 10:00 AM CDT on April 23, 2026, at 840 West 11th Street, Suite 2500, Panama City, Florida 32401, with attendance required for proposal eligibility. Written questions must be submitted by 5:00 PM CDT on May 8, 2026, and sealed proposals are due by 2:00 PM CDT on May 19, 2026. The Board of County Commissioners will evaluate proposals between May 21 and June 2, 2026, with award recommendation scheduled for June 16, 2026. The contract term extends 180 calendar days from Notice to Proceed, with liquidated damages of $750 per day for completion delays exceeding seven months and potential termination for delays exceeding eight months.

Respondents must be registered with the Florida Department of State, demonstrate completion of at least one artificial reef project within the past five years anywhere in the United States, and not appear on state or federal debarment lists. A 5 percent bid bond is required with all proposals. Insurance requirements include Workers Compensation coverage with $500,000 limits, Commercial General Liability of $1,000,000 per occurrence, Business Auto coverage of $1,000,000, and additional excess or umbrella liability coverage of $1,000,000. All materials must be free of rebar and toxic residues, with a 14-day cure period required prior to deployment; contractor shall assume all liability, risk of loss, and responsibility for safe handling, storage, transportation, and deployment from initial material handling through placement at the permitted reef site. Contractors must comply with all Army Corps of Engineers permits (SAJ-1993-00660, SP-LSL, valid through January 12, 2027), FDEP regulations, federal employment guidelines including E-Verify requirements, OSHA and U.S. Coast Guard safety requirements, and manatee protection requirements. Identified potential vendors include Walter Marine/Reefmaker and H.G. Harders and Sons Inc. The project is funded through FWC agreement #21369 as part of the Deepwater Horizon Natural Resource Damage Assessment Early Restoration Plan, with an allocated budget of $395,000 for materials and deployment, and an additional $900,000 available through the FWC agreement for consulting, engineering, and monitoring costs. No set-aside designations for disadvantaged enterprises or small businesses are specified in the procurement documents, and no federal requirements such as Davis-Bacon prevailing wages, Buy America, or Buy American provisions apply to this project.
