About this opportunity
The City of Augusta, Georgia is requesting proposals for solid waste collection and disposal services covering downtown and business corridor sidewalk receptacles and countywide out-of-compliance and illegally dumped waste under RFP 26-135, with proposals due September 2, 2026 and a mandatory pre-proposal conference on August 17. The RFP carries a mandatory M/WBE compliance requirement: contractors must subcontract fifty percent of services to a local small business hauler with five years of similar experience in Richmond County, Georgia, unless the prime contractor itself qualifies as a local small business.
The scope comprises two service components: daily collection from approximately 75 permanent sidewalk receptacles in the downtown and business corridor area seven days per week, 365 days per year, and on-call collection of out-of-compliance and illegally dumped waste countywide. Contractors must demonstrate a minimum of five years of recent experience in similar waste hauling and recycling services with demonstrated backup resources and good standing in customer service and operational performance in Georgia.
The initial contract term is five years commencing January 1, 2027, with two optional successive two-year renewal periods. Pricing is not the primary evaluation factor; cost is evaluated alongside technical qualifications (monthly fees for permanent sidewalk receptacle service and hourly rates for special events and out-of-compliance waste removal, including equipment and labor charges). Proposals will be scored on completeness, qualifications and experience, organizational approach, scope of services, available resources, references, team presentations, and cost against a maximum of 500 points. The evaluation committee may conduct interviews with shortlisted firms and request best and final offers at its discretion.
Written questions are due by 5:00 p.m. on August 19, 2026. All proposals must include notarized Exhibit A documentation, E-Verify compliance affidavits, business licenses, and financial stability information.
