About this opportunity
The City of Albany, Georgia is seeking qualified consulting firms through a competitive sealed proposal process to provide professional air service development consulting services for the Southwest Georgia Regional Airport (ABY). The procurement encompasses market analysis and route development, airline engagement, community and stakeholder coordination, grant support and strategic planning, data and forecasting, and strategic recommendations. Specific deliverables include an initial strategic plan and market analysis within 90 days of contract award, quarterly status reports, and a final report with strategic recommendations. Key objectives require consultants to analyze catchment area demographics and economic trends, evaluate existing airline service performance, identify viable new or expanded service opportunities, conduct meetings with airline network planners, represent the airport at air service development conferences, facilitate community air service coalitions, and assist with Small Community Air Service Development Program grant applications. Evaluation criteria are weighted as follows: Experience/Qualifications (40%), References and Portfolio (30%), and Project Approach and Understanding (30%). Proposers must demonstrate financial stability, staff experience and quality, performance on similar projects, at least three references from previous clients over the past seven years, and at least three previous events of similar scale for portfolio submission. Sealed proposals must be received by 5:00 p.m. on October 30, 2025, with one original and six copies submitted on company letterhead with authorized official signatures. A pre-proposal conference is scheduled for 10:00 a.m. on October 8, 2025, and written questions must be submitted by 5:00 p.m. on October 17, 2025.
The City of Albany strongly encourages Small Business participation in this solicitation. All proposals must include executed Certification of Non-Collusion and Governing Law and Venue forms, as well as a Georgia Security and Immigration Compliance Act Affidavit certifying participation in the Federal Work Authorization Program. The successful proposer must maintain liability insurance of at least $1,000,000 per occurrence and $2,000,000 annual aggregate, along with Workers Compensation statutory coverage and Employers Liability of at least $1,000,000. Payment terms are Net 30 unless otherwise specified. The contract may be terminated for convenience with 60 calendar days written notice or for cause if the proposer fails to fulfill its obligations.
