About this opportunity

The California Department of Motor Vehicles is requesting bids for parking lot repairs, removal and replacement of asphalt, and stripping services at the Long Beach DMV Field Office under IFB 26-108, with bids due September 18, 2026 and a mandatory pre-bid conference on September 2, 2026. Addendum #1 (August 21, 2026) imposes a Disabled Veteran Business Enterprise (DVBE) participation requirement: bids totaling $20,000 or more must document a minimum 3% DVBE participation goal, with failure to do so rendering the bid non-responsive.

The scope covers approximately 60,000 square feet of asphalt removal and replacement at two inches depth, cold plane grinding at two inches depth, two or more coats of asphalt seal after a minimum 30-day cure period, installation of 34 new concrete wheel stops, repainting of existing curbs and arrows, installation of new parking lot signs, and striping of the entire lot. All work must occur after DMV business hours and on weekends unless prior approval is obtained. The contractor must complete all work within 60 calendar days from the specified start date.

Bidders must possess a valid C-12 contractor license from the California Contractors State License Board in good standing. For bids exceeding $1,000, prevailing wage requirements apply under California Labor Code Sections 1770–1776. For bids exceeding $25,000, the contractor must register as a public works contractor with the California Department of Industrial Relations and provide a payment bond equal to 100 percent of the total contract amount. Commercial general liability insurance with limits of not less than $1,000,000 per occurrence is required; workers compensation insurance with employer liability limits of not less than $1,000,000 is required if the contractor employs subject workers. The contract term is 60 calendar days within the period November 1, 2026 through October 31, 2027, starting November 1, 2026 or upon contract approval. Award will be based on the lowest responsible responsive bid, with a one-year guarantee on all workmanship and materials. Questions are due September 7, 2026 at 5:00 p.m.; answers will be posted September 11, 2026 by 5:00 p.m. Bids must be submitted via email to DMVBIDS@dmv.ca.gov by September 18, 2026 at 11:59 p.m., with bid opening scheduled for September 21, 2026 at 1:00 p.m.
