About this opportunity
The California Department of Motor Vehicles (DMV) issued an Invitation for Bid (IFB) for Commercial Driver License (CDL) basic skills test training services for Employer Testing Program (ETP) examiners in Northern California. The procurement seeks a qualified contractor to deliver a four-day training program designed for experienced examiners based on skills testing models from the 2019 and 2023 California CDL Examiner Manual. Training must be delivered at the contractor's facility located within a 40-mile radius of the Sacramento DMV training facility (2415 First Avenue, Sacramento, CA 95818), with the facility operating Monday through Friday from 7:30 a.m. to 5:30 p.m. and training services provided Monday through Friday from 8:00 a.m. to 5:00 p.m. as scheduled by the DMV Project Manager. Bidder qualifications require three years of verifiable experience training commercial drivers, valid California Class A combination vehicle licenses with passenger endorsement for all instructors, and DMV approval of instructors and training facilities. The contract will be awarded on a lowest responsible responsive bid basis, with bids due by May 21, 2026 at 5:00 p.m. via email in non-fillable PDF format to DMVBIDS@dmv.ca.gov, and bid opening scheduled for May 22, 2026 at 9:00 a.m. Written questions must be submitted by May 14, 2026 at 4:00 p.m., with DMV responses released by May 18, 2026 at 4:00 p.m. Bid submissions must include the Bid/Bidder Certification Sheet, Cost Sheet, Payee Data Record, Bidder Declaration, Darfur Contracting Act certification, and California Civil Rights Laws Certification if the bid exceeds $100,000. Insurance requirements include commercial general liability coverage of not less than $1,000,000 per occurrence and workers' compensation with employer liability limits of not less than $1,000,000.
Disadvantaged Business Enterprise (DVBE) participation is not required but is incentivized with a bid incentive of 3% to 5% depending on the percentage of DVBE participation committed. The current contractor is Northern California Teamsters Apprentice Training & Education Trust, at a cost of $4,785 per course, with an estimated 24 courses over the 24-month contract term, suggesting a total contract value of approximately $114,840. The proposed contract start date is July 1, 2026, or upon contract approval, with a 24-month initial term and a DMV option to extend for an additional 12 months. The DMV does not guarantee minimum or maximum contract usage and may reject all bids if costs are deemed unreasonable or no responsive bids are received. Prospective bidders must submit all required documents electronically to the designated DMV email address by the stated deadline.
