About this opportunity
The California Department of Motor Vehicles (DMV) is issuing an Invitation for Bid (IFB) for the printing and delivery of two different #7 envelopes over a twelve-month contract period with a proposed start date of July 1, 2026. The procurement requires production of 26,000,000 total envelopes comprising two distinct types: REG 422/1-422 (20,000,000 units) and REG 430/1-430 (6,000,000 units), each measuring 7-5/8" x 4-1/2" with specific window placements and construction specifications detailed in Exhibit A. All envelopes must be delivered to the DMV Warehouse located at 4201 Sierra Point Drive, Suite 112, Sacramento, California 96834, during specified receiving hours of Monday through Friday from 7:00 a.m. to 12:00 p.m. and 1:00 p.m. to 3:00 p.m., excluding state holidays. Pricing must be submitted on a per-1,000-envelope basis for each envelope type and must include all labor, materials, tools, equipment, travel, sales tax, insurance, and incidental costs. The IFB timeline includes written questions due by May 5, 2026 at 10:00 a.m., written responses released by May 12, 2026 at 5:00 p.m., bid submission deadline of May 19, 2026 at 11:59 p.m., and bid opening on May 20, 2026 at 10:00 a.m. Bids must be submitted via email to DMVBIDS@dmv.ca.gov in non-fillable PDF format with a maximum file size of 100 megabytes. Award will be made to the lowest responsible responsive bidder, and the DMV reserves the right to reject all bids if costs are not reasonable.
The procurement includes multiple set-aside designations and preferences applicable to eligible bidders. Small Business Enterprise (SBE), Non-Small Business (Non-SB), and Target Area Contract Preference Act (TACPA) preferences apply to bids exceeding $100,000, and a Disabled Veteran Business Enterprise (DVBE) participation incentive of 3 to 5 percent is available depending on DVBE commitment levels. The awarded contractor must perform the predominant production function (printing of envelopes) with its own equipment, facilities, and employees. Required documentation includes bid/bidder certification sheets, cost sheets, payee data records, bidder declarations, and various compliance certifications, along with Commercial General Liability insurance of $1,000,000 per occurrence and Workers' Compensation insurance. The estimated total contract cost is $642,200.00, though the DMV does not guarantee minimum or maximum quantities. The contract is subject to California state budget appropriations and includes provisions for termination for cause, liquidated damages of $500 for breach, force majeure exceptions, and DVBE subcontractor reporting requirements upon contract completion.
