About this opportunity
Springport Public Schools is requesting sealed bids for multiple trade contractor packages on the 26-029 High School and Elementary School Addition and Renovation project, with bids due October 6, 2026 at 3:30 p.m. at the District Administration Office (300 West Main Street, Springport, Michigan 49284). A pre-bid meeting was held September 14, 2026; the request for information submission cutoff was September 22, 2026 at 12:00 p.m. Note that the original bid deadline of September 29, 2026 was changed by Clarification Notice 002 posted September 18, 2026.
The scope encompasses additions and renovations to both high school and elementary school facilities, with work organized across multiple specialized bid packages including demolition, concrete, masonry, structural steel, general trades, roofing, aluminum and glazing, metal studs and drywall, flooring, painting, food service equipment, fire protection, plumbing and HVAC, electrical, earthwork, and audio-visual work. Clarification 001 allocates specific responsibilities across packages — for example, air monitoring during demolition (BP 2.5), fiberglass column wrap installation (BP 6.1), and sanitary/storm sewer hydro-jetting and video inspection (BP 31.1). Bid Package 31.1, which previously required furnishing and installing all sleeving under asphalt and/or concrete for utilities, has been removed. ELITE Companies, serving as Construction Manager, is responsible for all staking, layout, and material testing coordination; contractors must provide their own lifts for overhead work.
Bidders must submit sealed bids on designated forms accompanied by a bid bond or certified check equal to 5% of bid amount. All bids must be lump sum or unit price and include completed Bid Forms, Scope of Work, Familial Statement of Disclosure, and Affidavit of Compliance with Michigan's Iran Economic Sanctions Act. Performance and labor and material bonds at 100% of contract value are required for awards exceeding $50,000 (costs included in base bid); packages under $50,000 must provide bonding costs as an alternate. Bidders must demonstrate Michigan licensing, bonding capacity, financial capability, and prior construction experience. Comprehensive OSHA compliance, weekly safety meetings, site-specific safety plans, certificates of insurance, and weekly work reports are mandatory. No prevailing wage requirements apply. Construction is scheduled to commence in November 2026 and achieve substantial completion by January 2028. Bids will be publicly opened and read aloud immediately following the deadline. The contract will be issued on AIA Document A132-2019 form.
