About this opportunity
The Bibb County Board of Public Education is seeking a Construction Management at Risk (CM at Risk) contractor for a comprehensive kitchen remodeling project at Hartley Elementary School located in Macon, Georgia. The project involves the complete demolition and renovation of an approximately 1,600 square foot kitchen, including upgrades to flooring, finishes, hardware, security systems, electrical, plumbing, kitchen equipment, and partial HVAC replacement. The CM will be responsible for pre-construction design phase services, bidding and award phase services, construction phase services, and warranty phase services. A mandatory pre-proposal meeting is scheduled for December 15, 2025, at 9:00 AM EST, with mandatory questions due by December 19, 2025, at 8:00 AM EST. Proposals must be submitted via the Bonfire platform by January 6, 2026, at 9:00 AM EST. The evaluation will utilize a scoring matrix considering base proposal lump sum price (25%), company overview (15%), related experience (20%), personnel qualifications (20%), and project approach and timeline (20%), with potential for a short-list of three firms invited for additional interviews.
The procurement is subject to Georgia Security and Immigration Compliance Act requirements, with respondents required to submit E-Verify affidavits or exemption documentation. The project has a preliminary budget of $3,000,000 and must be completed by July 22, 2026, with construction divided into approximately thirty packages. The contract structure requires the CM to submit a fixed fee for pre-construction services and general conditions, with a percentage-based fee on construction costs, ultimately converting to a Guaranteed Maximum Price (GMP). The project will operate on an "open book" basis, with all savings, including unused contingency, returned to the owner. The CM must provide 100% performance and payment bonds for the entire contract amount. The selection will follow Official Code of Georgia Annotated requirements, with the award based on demonstrated qualifications and capabilities that best serve the owner's interests.
