About this opportunity
The State of California, Department of Transportation (Caltrans), is soliciting proposals through a Request for Proposal (RFP) for consulting services to conduct the Mendocino State Route 128 Flood and Feasibility Study in Nevada County. The procurement seeks to develop and evaluate strategies addressing a flood-prone portion of SR 128 impacted by sea level rise, storm surge, and riverine flooding, with deliverables including project management, assessment of existing conditions and future hazards, establishment of a Technical Advisory Committee with quarterly meetings, public and stakeholder engagement through two community workshops, development of feasible alternatives with conceptual designs up to 30 percent completion, and preparation of draft and final feasibility study reports. Qualified proposers must demonstrate substantive experience in coastal hazards assessments, feasibility studies addressing climate change impacts, hydrological evaluation, GIS mapping and surveying, knowledge of the California Coastal Act, familiarity with Sea Level Rise Guidance from the Ocean Protection Council and California Coastal Commission, expertise in coastal processes and hazards specific to California or the U.S. West Coast, transportation planning, bicycle and pedestrian facility design, and public engagement. The evaluation process comprises three components: technical proposal scoring (212 points), oral presentation evaluation (80 points), and cost proposal evaluation (125 points), totaling 417 possible points. Key dates include a pre-proposal conference on March 25, 2026, written questions due April 1, 2026, proposal submissions due April 14, 2026, at 2:00 p.m. Pacific Time, oral interviews estimated for the week of May 4, 2026, and notice of intent to award and proposed agreement award estimated for the weeks of May 11 and May 18, 2026, respectively, with agreement commencement anticipated for June 30, 2026, and expiration December 31, 2027.
The prime contractor must conduct a minimum of 60 percent of work by labor hours using in-house staff, with subcontractors permitted for specialized services. Caltrans is committed to meeting a 25 percent Small Business participation goal, and certified Small Businesses and Microbusinesses are encouraged to submit proposals with a five percent preference available for certified Small Business or Microbusiness proposers, or for non-small businesses committing to 25 percent certified Small Business subcontractor participation. Cost proposals must include fixed rates for all tasks throughout the contract duration with no cost increases permitted. Proposers must submit certifications including the California Civil Rights Laws Certification, Darfur Contracting Act Certification, and compliance documentation regarding Generative Artificial Intelligence use, Russia sanctions, and other federal and state requirements.
