About this opportunity
The San Antonio Independent School District (SAISD) is issuing Request for Proposal (RFP) #26-021(BS) to procure refrigerated box trucks to support the District's Child Nutrition Services Department operations across its approximately 45,000-student urban K-12 system located in Bexar County, Texas. The procurement seeks fully operational vehicles meeting specific technical requirements, including a Mack MD7 2024 (or newer) 4x2 truck with Cummins diesel engine, a 23-24 foot insulated body with poly side wall and ceiling insulation, Thermo King T-590 refrigeration unit, and liftgate. Proposals must include detailed pricing broken down by chassis/vehicle, insulated body, refrigeration unit, and liftgate components, along with warranty information for each element and estimated delivery timeframes. The District requires at least three non-SAISD references from current customers, preferably K-12 educational agencies, as part of the vendor evaluation process. Evaluation criteria consist of six weighted factors: purchase price cost (35 points), vendor reputation and goods/services quality (10 points), quality and extent to which goods/services meet District needs (30 points), total long-term cost to the District (10 points), Historically Underutilized Businesses (HUB) compliance impact (1 point), and other relevant factors including value-added incentives (14 points). All bid prices must be F.O.B. destination with prepaid shipping and handling, and the District is exempt from applicable taxes. Vendor questions must be submitted by May 12, 2026, at 12:00 PM, with responses issued as an addendum by May 14, 2026; proposals are due by May 19, 2026, at 4:00 PM CST via the Bonfire portal.
The contract includes HUB set-aside considerations and scoring provisions under Texas law, with impact on compliance with HUB designations weighted at 1 point in the evaluation criteria. Proposers must submit mandatory certifications including representations and certifications, EDGAR compliance, HB 89 Israel Boycott Prohibition verification, SB 252 verification regarding foreign terrorist organizations, conflict of interest questionnaire, and SWMBE program identification documentation. A bid bond or cashier's check equal to at least 5 percent of the total bid amount is required for bids of $10,000 or more, and performance and payment bonds or an irrevocable letter of credit equal to 100 percent of the contract price are required for contracts of $25,000 or more. The contract shall be valid for one year from the date of Board of Trustees' approval with the option to renew for four additional one-year periods based upon original terms, conditions, and pricing if mutually agreeable, though the District reserves the right to renegotiate pricing during renewal periods for potential cost savings. No incumbent vendor or budget range is specified in the procurement documents, and the award is contingent upon the availability of District funding with no guarantee of a minimum amount of work implied. The District reserves the right to award to a single vendor or multiple vendors and to reject any or all proposals as necessary to serve its interests.
