About this opportunity

The City of Alpharetta, Georgia, located in Fulton County, is seeking qualified vendors through Invitation to Bid (ITB) 26-011 to provide comprehensive street and parking deck sweeping services. The procurement encompasses sweeping, removal, and lawful disposal of roadway and curbline debris along approximately 210 miles of municipal streets across 36 designated street segments, as well as debris removal within two city-owned parking decks located at 92 Milton Avenue (99,004 square feet) and 1138 Park Plaza (150,775 square feet). The scope of work requires two regular street sweeps and up to two heavy duty sweeps annually across all street segments on a city-determined schedule, with twenty-four sweeping services per fiscal year (July 1 - June 30) for each parking deck. Bidders must provide all labor, equipment, materials, supervision, and disposal services at their own expense, including equipment with factory-installed dust suppression systems, one spare sweeper of equal or larger capacity, follow trucks equipped with crash attenuators or emergency lights, and daily operational reports accompanied by disposal receipts. Sweeping operations are limited to Monday through Friday from 9:00 a.m. to 4:00 p.m. and Sunday through Thursday from 8:00 p.m. to 6:00 a.m., with night work restricted to commercial areas. The bid submission deadline is April 13, 2026, at 2:00 p.m. via the Bonfire online platform at https://cityofalpharetta.bonfirehub.com/, with public bid opening to follow via Microsoft Teams. Bidders must submit responsive documentation including IRS Form W-9, a notarized Bidder's Disclosures and Certifications form, a notarized E-Verify affidavit, three references for similar work from the past three years, business profile and contact information, and available resources documentation, with responses limited to seven pages in 10- to 12-point black font plus a separate Excel pricing sheet. Evaluation criteria focus on the grand total price for all regular, heavy duty, and parking deck sweeps, with optional pricing requested for supplemental services including per curb/edge of pavement mile rates and per square foot rates for parking lot and deck sweeping. The contract will be awarded for an initial one-year term with options to renew for up to four additional one-year terms subject to mutual agreement.

The City of Alpharetta has established a Local Vendor Preference (LVP) policy applicable to this procurement, which falls within the $50,000.01 to $500,000.00 contract value range; qualified local vendors maintaining a permanent place of business with full-time employees within city limits for at least six months prior to solicitation issuance, possessing a valid city business license, and remaining current on all taxes and fees receive preference as a three percent evaluation advantage for ITB procurements. All bidders must demonstrate compliance with E-Verify federal work authorization requirements and certify they are not debarred, suspended, or ineligible from submitting bids by any federal, state, or local entity, nor have been convicted of fraud, criminal offenses related to public contracts, or antitrust violations within the three-year period preceding the bid submission. Mandatory insurance requirements include Workers Compensation ($500,000 per accident per employee with waiver of subrogation), Commercial General Liability ($1,000,000 each occurrence/$1,000,000 aggregate), Comprehensive Auto Liability ($1,000,000 each occurrence for bodily injury and property damage), and Excess Umbrella Liability ($2,000,000 each occurrence/$2,000,000 aggregate), with proof of insurance required at bid submission. The awarded contractor must perform at least seventy-five percent of the work and cannot subcontract without prior written city consent; all subcontractors must provide comparable E-Verify affidavits. No incumbent contractor or budget value is specified in the procurement documents. Payment will be rendered within forty-five days following invoice submission and city inspection and acceptance of work, with the procurement agent identified as Beth Rucker, and all communications required to occur exclusively through the Bonfire Q&A tab or via 678-297-6058 or purchasing@alpharetta.ga.us.
