About this opportunity
The California Department of Alcoholic Beverage Control is requesting bids for translation and interpretation services under IFB 26-0102, with proposals due September 11, 2026 at 4:00 p.m. Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) preference programs apply: a 5% SB preference is available (not to exceed $50,000), and a 3% DVBE participation goal with incentive provisions is in effect.
The scope spans written translation of legal documents, licensing forms, and marketing materials; live video interpretation for scheduled and on-demand sessions; audio translation including voice-over, transcription, and captioning; and visual translation including signage, infographics, and video translation. Required languages are Spanish, Chinese (Traditional and Simplified; Mandarin and Cantonese), Korean, Vietnamese, Tagalog, and Punjabi, with capacity for additional languages as required. Specific deliverables include translation of approximately 50 licensing forms, Public Service Announcements, the online Licensee Education on Alcohol and Drugs (LEAD) program modules, Responsible Beverage Service (RBS) training materials, industry advisories, and the ABC Act (711 pages). Minimum qualifications include 3–5 years of professional experience in government or public sector work, compliance with ASTM International Standard F2575 or equivalent quality standards, expertise in legal language and ADA remediation, and the ability to assign a dedicated project manager for large projects.
The total budget is $400,000 over a 36-month contract term, with no guaranteed payment amount or work volume. Bidders must complete a detailed Cost Worksheet providing rates for translation services (per word), typesetting, ADA remediation, interpretation sessions (on-demand and scheduled), audio translation services, and visual translation services across all required languages.
Written questions are due August 26, 2026 at 4:00 p.m. The Notice of Intent to Award is anticipated for September 21, 2026, with a proposed award date of September 28, 2026 and contract commencement on November 1, 2026. Evaluation will be based on administrative assessment (pass/fail), cost assessment, and reference verification.
