About this opportunity

Sedgwick County, Kansas, in coordination with the City of Wichita, is requesting proposals for evidence-based opioid use disorder treatment, recovery, prevention, and education services focused on stigma reduction, community outreach, and education under RFP 26-0080, with proposals due September 15, 2026 at 1:45 p.m. CST and a pre-bid information webinar on August 3, 2026 from 1:30 to 3:00 p.m. CST.

The County and City anticipate awarding up to five contracts with individual awards not to exceed $50,000 each from a total available funding pool of $250,000. Eligible activities include public awareness campaigns, community storytelling events featuring individuals with lived experience, anti-stigma messaging toolkits, professional training for healthcare providers and educators, train-the-trainer programs, policymaker briefings, and community outreach and education programs connecting residents to prevention, treatment, and recovery services. All proposals must be submitted using the provided budget workbook with separate Summary Budget and Budget Narrative tabs covering the two-year period. Indirect or administrative costs are capped at 5% of total direct costs. The opioid settlement funds operate as a payer of last resort; applicants must bill Medicaid, Medicare, or private insurance first before requesting settlement funds for uninsured or underinsured gaps. Construction, fundraising, and building depreciation are ineligible.

The contract period runs through December 31, 2027, with one optional one-year renewal available at the County and City's sole discretion under the same terms and conditions. Successful contractors must maintain comprehensive insurance coverage including workers' compensation, employer's liability of $500,000, commercial general liability of $1,000,000 per occurrence with $2,000,000 general aggregate, automobile liability of $500,000, umbrella liability of $1,000,000, and professional liability of $1,000,000 per claim with $3,000,000 aggregate. Payment will be split equally between the County and City, with invoices due within thirty days of receipt. Successful contractors must participate in quarterly performance outcome reporting and any additional outcome studies or data collection directed by both entities. Board of Bids and Contracts recommendations are anticipated in October 2026, with City Council and Board of County Commission award presentations and approvals scheduled for November 2026.
