About this opportunity
The California Department of Justice, Division of Law Enforcement, Bureau of Investigation is requesting bids for aircraft maintenance and repair services under IFB 26-0060, with bids due August 5, 2026 at 3:00 p.m. PST and a pre-bid conference on July 23, 2026. The qualification filter is mandatory: bidders must hold current FAA Airframe & Powerplant (A&P) Mechanic Certification with Inspection Authorization and document at least 2,000 hours of work performed on piston aircraft.
DVBE participation requirements have been waived; however, DVBE incentives up to 5 percent are available for evaluation purposes. Small business and microbusiness preferences up to 5 percent, non-small business subcontractor preferences, and Nonprofit Veteran Service Agency preferences are available.
The scope encompasses comprehensive maintenance and repair for a five-aircraft fleet: two Cessna 182P models with STOL kits, one Cessna 182T, one Cessna 206, and one Cessna T207A equipped with surveillance camera systems. Services include 100-hour inspections, annual inspections, 24-month transponder certifications, pitot-static tests, 50-hour oil and filter changes, unscheduled maintenance, and aircraft wash and wax. Maintenance facilities must be located within 30 nautical miles of Mather Airport in Sacramento; the contractor must respond to Aircraft on Ground emergencies within 24 hours and meet scheduled maintenance aircraft within 15 minutes of arrival, commencing work within 30 minutes.
The contract term runs from September 1, 2026 through August 31, 2028. Estimated annual usage is 250 hours across all five aircraft. No specific budget amount is stated. Quoted rates must remain binding for the full two-year term with no adjustments based on actual usage variations; parts and freight are reimbursed separately according to a tiered markup structure (15 percent for parts under $5,000, 10 percent for $5,001–$7,500, 5 percent for amounts exceeding $7,500). Questions are due July 29, 2026 at 3:00 p.m. PST. A site walkthrough is scheduled for July 24, 2026. Award will go to the lowest responsive and responsible bidder.
