About this opportunity
The City of Goodyear is soliciting qualifications from Construction Managers at Risk (CMAR) through Request for Qualifications (RFQ) 26-0034 to provide pre-construction design phase services and complete construction delivery for Fire Station 189 (Project #30017), a new 15,000+ square foot fire station with associated site and off-site improvements including half-street improvements on the northwest corner of Citrus Road and Indian School Road. The CMAR will be selected through a qualifications-based selection process and must develop a comprehensive Construction Management Plan, maintain Critical Path Method project schedules, conduct design document and constructability reviews, perform alternate systems evaluations, prepare detailed cost estimates, deliver Guaranteed Maximum Price (GMP) proposals, and manage subcontractor and supplier selections through competitive bidding or qualifications-based processes. Offerors must submit Statements of Qualifications (SOQs) by February 5, 2026, at 3:00 p.m. Arizona Time, with a pre-offer conference scheduled for January 23, 2026, at 10:00 a.m. via Microsoft Teams. Evaluation will be conducted on a maximum of 1,000 points across five criteria: Project Understanding and Approach (350 points), Experience of Prime Firm (200 points), Experience of Key Personnel and Subcontractors (300 points), Subcontractor Selection Plan (100 points), and Overall Quality of SOQ (50 points), with selected finalists participating in interviews for additional scoring. The projected timeline includes pre-construction phase contract award in March 2026, GMP contract award targeted for December 2026, project construction documents approved for permits in February 2027, construction notice to proceed in February 2027, and project completion in July 2028. Submissions must include proof of valid Arizona professional and contractor licenses, signed Offer and Acceptance documents, a Non-Collusion Affidavit, and resumes for key personnel.
The RFQ does not identify any set-aside designations or restrictions on the types of organizations that can respond. Respondents must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per claim/$2,000,000 all claims or 10% of construction budget, whichever is larger), Commercial Automobile Liability ($1,000,000), Pollution Liability ($1,000,000/$2,000,000 aggregate), and Umbrella/Excess Liability ($5,000,000 per occurrence for the CMAR agreement), with Professional Liability/E&O maintained for three years post-completion. The pre-construction design phase budget is approximately $750,000 programmed for FY2026, with approximately $14.5 million programmed for construction in FY2027, though actual available construction funding will be determined during the design phase. The CMAR's compensation for basic design phase services is structured as a negotiated lump sum amount with reimbursable expenses capped at specified limits, including non-overhead printing and courier services not to exceed $5,000. The City reserves the right to reject any or all SOQs and negotiate with the highest-ranked firm or proceed sequentially with lower-ranked firms if negotiations fail, and may terminate the contract without cause upon thirty days' written notice. All communications must be directed to Elizabeth Blakley, Senior Procurement Officer, via Bonfire messaging.
