About this opportunity
The State of Oregon, through the Oregon Military Department, is soliciting proposals via Request for Proposal (RFP) S-24800-00015803 for comprehensive medical services to support firefighters at the Portland Air National Guard Base Fire Department. The procurement seeks qualified contractors to provide medical examinations and related services for up to 30 fire protection personnel, including baseline physical examinations for new firefighters, annual occupational medical examinations for existing firefighters, return-to-duty evaluations, and perfluoroalkyl and polyfluoroalkyl substances (PFAS) blood testing. All services must comply with National Fire Protection Association (NFPA) 1582 standards and include written medical evaluation reports. Prospective contractors must demonstrate experience providing medical services to fire protection personnel, possess experience preparing written medical evaluation reports, provide three business and three personal references, submit resumes of assigned personnel, certify compliance with all applicable contract requirements, and verify they have no active exclusions in the System for Award Management (SAM). The RFP application period opened on January 20, 2026, with requests for clarification due by January 29, 2026, at 1:00 PM PST, and proposals are due on February 11, 2026, at 1:00 PM PST, submitted in sealed format to the Oregon Military Department Financial Administration Division. Evaluation will occur in two phases: Phase 1 assesses mandatory requirements on a pass/fail basis, while Phase 2 scores responsive proposals based on experience providing medical services to fire protection personnel (50 points), experience with written medical evaluation reports (40 points), and total proposed cost (10 points), for a maximum of 100 points; if excessive proposals are received, the agency may evaluate only the three lowest-cost responsive offers.
The RFP contains no stated set-aside designations or restrictions limiting participation to disadvantaged enterprises or specific organization types, allowing any qualified contractor to respond. The contract requires comprehensive insurance coverage, including workers' compensation with employers' liability of at least $500,000 per accident, commercial general liability of not less than $2,000,000 per occurrence and $4,000,000 annual aggregate, professional liability of not less than $1,000,000 per claim and $3,000,000 annual aggregate with 24-month extended reporting period coverage, automobile liability with combined single limits of not less than $1,000,000, network security and privacy liability of not less than $1,000,000 per claim or incident, and physical abuse and molestation insurance of not less than $1,000,000 per occurrence and $3,000,000 annual aggregate. The contractor must obtain Certificates of Insurance before commencing work and maintain continuous coverage with at least 30 days' written notice of any cancellation or material changes. The initial contract term is one year, effective February 2026 through 2027, with an option for the agency to extend for an additional three years, not to extend beyond 2030. The contract carries a maximum yearly compensation value of $150,000, which includes all allowable expenses with no separate reimbursement for travel or other costs, and pricing is structured by service type and age category with specific line items for baseline exams, annual exams, return-to-duty examinations, and PFAS blood testing to be specified in Attachment A. No incumbent contractor or current vendor is identified in the solicitation documents.
