About this opportunity

The California Department of Veterans Affairs (CalVet) has issued Invitation for Bid (IFB) No. 25YS0021 for specialized Scuba Diving/Tank Inspection Services at the Rector Reservoir and Veterans Home of California-Yountville. The procurement requires a three-person certified commercial diving team to perform comprehensive inspections, cleaning, and reporting services for multiple water tanks and an intake tower, including assessments of interior coatings, concrete conditions, valves, intakes, and sediment removal. Contractors must provide detailed video documentation, condition reports, and recommendations for each inspected asset, adhering to federal and state safety regulations. Key deliverables include a comprehensive inspection process with digital documentation of water system infrastructure at two specific locations. The bid submission deadline is June 24, 2025, at 5:00 PM, with a bid opening scheduled for June 25, 2025, at 10:00 AM. The proposed contract term runs from January 1, 2026, through December 31, 2026, with potential for one-year extensions. While the initial walkthrough scheduled for June 11, 2025, was changed from mandatory to optional, potential bidders are required to demonstrate comprehensive technical capabilities, safety compliance, and detailed reporting mechanisms.

The solicitation includes several set-aside and preference provisions for small businesses and disabled veteran-owned businesses (DVBE). While no mandatory DVBE participation goal exists, the state will offer up to a 5% incentive for DVBE participation and a potential 5% preference for certified small or micro businesses. Contractors must be licensed to do business in California and maintain specific insurance coverages, including commercial general liability, professional liability, and workers' compensation. The contract includes a $5,000 budget allocation for parts, with specific service rates to be determined during the bidding process. Bidders must submit a comprehensive package of documentation, including Bidder's Certification, Payee Data Record, Commercially Useful Function Certification, and compliance with California civil rights laws, Iran Contracting Act, and Darfur Contracting Act. The evaluation will likely focus on total service rates, parts costs, technical capabilities, and overall compliance with state procurement requirements. Contractors must demonstrate expertise in underwater infrastructure inspection, safety protocols, and detailed reporting capabilities for potable water system infrastructure.
