About this file
The document is a state contract for scuba diving and tank inspection services between the California Department of Veterans Affairs (CalVet) and an unnamed contractor, covering water system assets at the Rector Reservoir and Veterans Home of California-Yountville. The contract requires a three-person certified commercial diving team to perform comprehensive inspections, cleaning, and reporting services for multiple water tanks and an intake tower, including assessment of interior coatings, concrete conditions, valves, intakes, and sediment removal. The diving operations must comply with multiple federal and state safety regulations, and the contractor must provide detailed video documentation, condition reports, and recommendations for each inspected asset.
The contract includes a budget provision with a $5,000 parts allocation and requires the contractor to maintain specific insurance coverages, including commercial general liability, professional liability, and workers' compensation. The contractor must be licensed to do business in California and maintain certifications throughout the contract term. While specific per-service rates are listed in the document, they are left blank (marked as "TBD"), indicating pricing will be determined later. The contract appears to be structured with potential one-year extensions and includes provisions for disabled veteran business enterprise (DVBE) participation, small business requirements, and detailed inspection and reporting standards for potable water system infrastructure.
