About this opportunity

The California Department of Veterans Affairs (CalVet) has issued Solicitation for Quote #25YS0005 for exterior window washing services at the Veterans Home of California in Yountville. The procurement seeks a contractor to perform semi-annual window cleaning services for thirteen buildings on the campus, with services to be completed twice annually during standard business hours (8:00 a.m. to 4:30 p.m., Monday through Friday). Required services include comprehensive cleaning of window panes, frames, screens, and sills, with the contractor providing all necessary equipment such as an 80-foot aerial boom lift, scaffolding, ladders, and cleaning solutions. The solicitation mandates compliance with prevailing wage requirements, government code 19134, and environmental considerations, including the use of green-certified cleaning products. Key dates include a mandatory walk-through on June 20, 2025, at 10:00 AM, a deadline for questions on June 25, 2025, and a quote submittal deadline of July 3, 2025, at 5:00 PM. The contract term is set from October 1, 2025, through September 30, 2027, with provisions for up to 60 on-call service hours during the contract period.

The procurement is specifically targeted at California Small Businesses (SB) and Micro Businesses (MB) certified by the Department of General Services, with a preference for disabled veteran-owned businesses in case of a tie. Respondents must submit multiple required documents, including a Quote Rate Sheet, Payee Data Record, Contractor Certification Clauses, and various declarations. The solicitation includes special provisions such as Executive Order N-6-22 regarding Russia Sanctions and a Generative Artificial Intelligence (GenAI) Disclosure Notification. While the exact award value is marked as "to be determined" (TBD), the contract requires contractors to comply with specific employee benefits requirements, either through a comparable benefit plan, cash equivalent, or a combination of benefits and cash payments. Proposers must demonstrate the ability to provide a commercially useful function and comply with civil rights laws, with the contract to be awarded to the lowest responsive and responsible quote from a certified small or micro business.
