About this opportunity
The California Department of Veterans Affairs (CalVet) is seeking a contractor to provide exterior window washing services for the Veterans Home of California located in Yountville. The solicitation, numbered 25YS0005, requires comprehensive window cleaning services for 13 buildings on the campus, including all necessary labor, materials, transportation, licenses, and permits. Contractors must perform semi-annual window washing using specialized equipment like 80-foot aerial boom lifts, scaffolding, ladders, brushes, squeegees, and cleaning solutions, with services to be completed during standard business hours (Monday-Friday, 8:00 a.m. to 4:30 p.m.). The contract includes a maximum of 60 hours for on-call services beyond the scheduled semi-annual cleanings. Key deliverables include thorough cleaning of window panes, frames, screens, and sills using environmentally preferred "Green" logo products. A mandatory walkthrough is scheduled for January 30, 2025, at 10:00 AM, with questions due by February 5, 2025, and responses posted by February 10, 2025. Bid submissions are due by February 13, 2025, at 5:00 PM, with bid opening on February 14, 2025, at 1:00 PM. The contract term will run from July 1, 2025, through June 30, 2028.
The procurement includes several set-aside and preference opportunities for small businesses and disabled veteran business enterprises (DVBE). While there is no mandatory DVBE participation goal, the state offers a tiered incentive program providing up to a 5% bid preference for DVBE participation of 5% or more. Additionally, a 5% small business preference is available for certified small businesses or non-small businesses subcontracting at least 25% to certified small businesses, with a maximum preference of $50,000. Contractors must comply with prevailing wage rates, provide specific insurance coverage (including $1,000,000 in commercial general liability and automobile liability insurance), and be legally authorized to conduct business in California. The contract requires certified payroll reporting and adherence to California Civil Rights Laws. Bidders must complete a comprehensive set of documentation, including bidder certification sheets, commercially useful function certification, DVBE declarations, and Iran and Darfur Contracting Act certifications. The contract will be awarded to the lowest responsible bidder whose bid complies with all requirements, with the state reserving the right to add or delete buildings with comparable window quantities during the contract term.
