About this opportunity
The California Department of Veterans Affairs is requesting bids for skilled nursing facility steamtable modification services at the Veterans Home of California in Redding under IFB 25RS0023, with bids due June 5, 2026 at 4:00 p.m. and a mandatory job walkthrough on May 27, 2026 at 10:00 a.m. Attendance at the walkthrough is required to submit a proposal.
A 5% Small Business Enterprise or Micro-business Enterprise preference is available to certified small businesses, with a maximum preference value of $50,000. No DVBE subcontracting goal is required for this solicitation, though DVBE participation is encouraged and eligible for incentive consideration — a reduction of one to five percent applied to qualifying bids based on confirmed DVBE subcontractor participation levels.
The scope encompasses demolition, modification, and installation of replacement stainless steel drop-in hot well units within an existing steamtable assembly in the skilled nursing facility kitchen at 3400 Knighton Road, Redding, CA 96002. The replacement equipment must accommodate three full-size 12" x 20" x 8" deep food pans. The contractor must provide all labor, supervision, materials, tools, equipment, transportation, permits, and disposal services, including plumbing, electrical, and utility modifications. Work shall be performed during standard business hours (8:00 a.m. to 4:30 p.m., Monday through Friday) unless otherwise approved in writing.
The contractor must hold a California Class B General Building Contractor license and comply with prevailing wage requirements under California Labor Code Section 1770. Commercial general liability insurance of not less than $1,000,000 per occurrence and workers' compensation coverage are required. A 90-day guarantee of all labor, workmanship, and replacement parts applies, with liquidated damages of $250 per calendar day assessed for delays beyond the required completion date.
Performance commences June 15, 2026 or upon approval and terminates June 30, 2026. Bids must be submitted via email to Contract Analyst Huie Lovelady by June 5, 2026 at 4:00 p.m., with public bid opening at 4:15 p.m. the same day. Written questions are due May 29, 2026 at 4:00 p.m., with responses posted by June 2, 2026 at 4:00 p.m. The proposed award date is June 8, 2026. Award will be made to the lowest responsible bidder whose bid complies with all IFB requirements.
