About this opportunity
The City of Daytona Beach is soliciting bids for the Grandview Avenue Watermain Replacement - Phase 2 project, an infrastructure improvement initiative located in Volusia County, Florida. The procurement involves replacing approximately 1,525 linear feet of existing 10-inch ductile iron pipe watermain along South Grandview Avenue between Harvey Avenue and International Speedway Boulevard. Key project deliverables include removing existing infrastructure, installing new water services, water meters, and meter boxes, with two potential bid options: a base bid using ductile iron pipe (DIP) and an alternate bid using PVC pipe. The bid will be conducted entirely online through the OpenGov procurement platform, with a non-mandatory pre-bid conference scheduled for July 18, 2025, at 10:00am. Interested bidders must submit electronic proposals by August 7, 2025, at 3:00pm, with a question submission deadline of July 31, 2025. Bidders are required to provide comprehensive documentation demonstrating technical capabilities, previous municipal infrastructure project experience, and compliance with specific installation and testing requirements.
The procurement includes specific set-aside and participation requirements for minority and women-owned business enterprises (MBE/WBE), with expectations for contractors to document and demonstrate diverse business participation. An owner's allowance of $20,000 is specifically allocated for maintenance of traffic expenses, which requires detailed documentation and written approval before invoicing. Contractors must provide various certifications including anti-human trafficking, drug-free workplace, and scrutinized companies certification. While no specific incumbent vendor is mentioned, the project requires rigorous qualification standards, including detailed project references, business history documentation, and evidence of previous municipal infrastructure work. The bid allows the City to hold proposals for up to 60 days for review and contractor qualification verification. Though a precise project budget is not explicitly stated, the comprehensive technical specifications and detailed bid items suggest a significant municipal infrastructure investment focused on water system improvement and replacement.
