About this opportunity

Lane Community College (LCC), located in Eugene, Oregon, is issuing Request for Proposal 25/26-02 to procure high-performance wireless hardware, related software, licensing, and integration services for a modernized Wi-Fi network infrastructure replacement project across its main campus and satellite facilities throughout Lane County. The scope of work encompasses the design, procurement, and system integration of Wi-Fi 6E access points (approximately 355 units across five campuses) to replace end-of-life equipment, expand coverage, and support up to 2,000 concurrent devices across 20 SSIDs. Deliverables include interior ceiling access points with 4x4:4 MIMO capability, wall plate access points with minimum 2x2 MIMO, outdoor-rated access points with external antenna support, control systems, software, and related infrastructure. The contractor must provide installation and implementation support services, ensure all hardware components maintain a minimum five-year service life with no End-of-Life or End-of-Support dates occurring within that period, and demonstrate system longevity and lifecycle expectations. Evaluation will be conducted on best value principles, considering technical merit, qualifications, and fee structure fairness and reasonableness. Proposers must submit 45-page maximum proposals addressing installation/implementation support, hardware and software specifications, system longevity, pricing and procurement, and sustainability. Key deadlines include questions due April 21, 2026 at 11:00 a.m. PST, final addendum by April 24, 2026, proposals due April 29, 2026 at 2:00 p.m. PST, short-list notifications targeted for May 6, 2026, tentative oral interviews scheduled for May 18-19, 2026, contract approval projected for June 2026, and installation anticipated July through December 2026. The College intends to award a single contract with discretion to renew for up to three additional years.

Minority-owned, Women-owned, and Emerging Small Businesses are strongly encouraged to participate in this procurement. All proposers must declare resident or non-resident bidder status per Oregon Revised Statutes. The contractor must maintain Professional Liability insurance of not less than $2,000,000, General Liability insurance of not less than $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability, and Workers Compensation insurance. The RFP does not include labor or installation services, as LCC will provide wired network improvements and access point installation under a separate contract. Cost proposals must itemize system integration and project management fees, initial hardware procurement costs, licensing and subscription fees (covering a seven-year term), and other anticipated costs. No specific budget range or award value is disclosed in the available documentation. Integration with the existing Cisco-based wireless infrastructure is an implicit requirement given the replacement nature of this procurement.
