PART IV: CURRENT SYSTEM ENVIRONMENT; SCOPE OF WORK

Overview Lane Community College (LCC) is seeking proposals for a systems integrator and equipment supplier for a new Wi-Fi network. Access Point (AP) installation and network wiring infrastructure are to be provided under a separate contract.

A system integrator will be required to work with the installer to develop a plan for the deployment of new Wi-Fi equipment control systems, equipment, software, and related infrastructure related to the Wi-Fi Infrastructure Replacement Project. The objective is to deploy an integrated, secure, institution-wide wireless network equipped with advanced management and monitoring tools. This project will replace end-of-life (EOL) hardware, expand coverage to eliminate deficiencies, and ensure a high-performance, scalable infrastructure that is easy to maintain.

Basis of Project Scope and Requirements LCC has developed an improvement plan based on Cisco architecture (see Exhibit 1). The College is open to alternative hardware systems that provide a competitive, comprehensive, long-term solution.

See the LCC AP TYPES TABLE in Appendix A.

Out of Scope (Exclusions) The following items and services are explicitly excluded from the scope of this Request for Proposal (RFP):

• 1. Labor/Installation: The selected Vendor is not responsible for the physical installation labor of hardware components.

• 2. Internal Configuration: LCC network engineering staff will perform configuration tasks for controllers and other components, operating under the guidance and expertise of the selected Bidder's engineering team to facilitate knowledge transfer and future system operation.

Current Environment The existing wireless environment consists of approximately 355 Cisco access points (APs), supported by dedicated controllers and management software.

• Recent Upgrades: In the last three years, two new buildings were equipped with approximately 90 Cisco APs and two new controllers.

• Usage Profile: The network supports faculty, staff, students, and guests across academic, administrative, and residential spaces.

• Device Volume: Peak usage reaches 2,000 concurrent devices. The majority are Bring Your Own Device (BYOD), though a small percentage are college-managed.

• Network Configuration: There are 20 SSIDs across five campuses. Authentication is handled via Cisco ISE, RADIUS (Microsoft NPS), and MAC registration.

• Access Switches: LCC access layer switches may only be able to provide the minimum 802.3at (PoE+) 25.5-watt power. Current network APs operate with reduced or restricted functionality if operating at lower power.

Current Standards: Signal strength is designed for -65 dBm (primary) and -67 dBm (secondary). High-density areas utilize Cisco Radio Resource Management (RRM) for automated channel and power tuning.

• Infrastructure & Site Conditions: LCC’s access layer is primarily Cisco 9200 and 9300 switches with a mix of 802.3af, at (PoE+), and some bt. PoE+ should be considered the baseline. 1G is available everywhere, so port speed shouldn’t be a concern. We should also note that some buildings have dense concrete and unusual cement support structures that can affect RF, and cable pathways can be tight in older areas.

Wireless Management & Infrastructure Requirements

1. Centralized Management & Control

• On-Premises Management: A web-based, on-premises solution is required for the centralized management, monitoring, and control of all access points (APs).

• Controller Architecture: All controllers, tunnel-termination devices, and physical/virtual appliances must be hosted on-premises.

8 | P a g e

• High Availability (HA): The system must operate in a highly available configuration to ensure minimal service impact during component failures or system upgrades (failover).

• Network Interface: All physical appliances or controllers must support a minimum of 10G Ethernet interface speeds.

• Cisco Infrastructure Integration: If a Cisco-based solution is proposed, the vendor must evaluate the redeployment of LCC’s existing two (2) Cisco 9800-L controllers.

2. Automated RF & Client Optimization

• Dynamic RF Management: APs must automatically identify and utilize noise-free, uncongested channels. The system shall dynamically adjust channel selection, widths, and power levels based on real-time deployment density without manual intervention.

• Band Steering: The solution must automatically steer clients to the most appropriate RF band based on the client’s hardware capabilities.

• Seamless Mobility: The system must support seamless roaming across Layer 2 boundaries between floors, buildings, and campuses without service interruption.

3. SSID & Network Segmentation

• Configurable Groupings: The solution must support multiple SSIDs and allow for unique SSID groupings across different sets of APs.

• Dynamic VLAN Assignment: Infrastructure must support per-session VLAN assignment triggered by RADIUS authentication or authorization parameters.

• IoT & Private VLANs: The system must support private/virtual VLANs to isolate localized devices (e.g., IoT devices in a specific room) so they may communicate with each other while remaining invisible to the rest of the network.

• Multicast/MDNS Management: The solution must provide controls for broadcast-heavy traffic— including Bonjour, mDNS, DLNA, and UPnP—to ensure protocols like Apple AirPlay and Google Cast are manageable and performant.

4. Security & Authentication

• Encryption Standards: Full support is required for WPA3, WPA2-Enterprise, WPA2-PSK, and WPA2-MPSK, including WPA3 transition mode.

• Policy Enforcement: Role-based security implementations (or equivalent ACL capabilities) featuring packet filtering and firewall functionality are highly desired.

• Security & Integration: We use Cisco ISE/RADIUS and are likely moving toward EAP-TLS for both Windows and macOS devices. Apple devices are managed with Mosyle, which can add some nuance on certificate deployment. Otherwise, no unusual security constraints, just standard 802.1X in a mixed environment.

Hardware Longevity & Lifecycle Requirements Lane Community College requires a high return on investment and long-term viability for all network components procured through this RFP.

• Minimum Service Life: All hardware components must have a minimum service life of five (5) years from the date of the award.

• Avoidance of EOL/EOS Hardware: Bidders shall not propose components that are approaching End-of-Life (EOL) or End-of-Support (EOS) within this five-year window.

• Definition of End-of-Support (EOS): For the purposes of this procurement, EOS is defined as the earlier of the following dates:

o a.) The date after which no further security patches will be issued by the manufacturer for the component.

o b.) The date after which a technical support case can no longer be opened with the manufacturer for the component.

• Future Support: Vendors should clearly itemize controller support (e.g., SmartNet or equivalent), any required licensing such as DNA, and all recurring subscription costs over the term of the contract.

This requirement is particularly critical for all proposed access point models purchased in quantity.
