About this opportunity

The Alaska Railroad Corporation (ARRC) is seeking bids for a UPS replacement project located at 825 E. Whitney Road in Anchorage, Alaska. The procurement involves removing the existing uninterruptible power supply (UPS), battery bank, and related equipment and replacing it with a new 80-KVA Mitsubishi 9900 AEGIS UPS system. The new system must have a battery bank sized for 120 minutes of capacity at 14 KW of load and must be seismically supported. A non-mandatory pre-quote conference and site visit is scheduled for July 15, 2025, at 10:00 AM at the ARRC Anchorage Operations Center, with bids due by 3:00 PM local time on July 23, 2025. The project requires compliance with Alaska Department of Labor (DOL) certified payroll requirements and ARRC procurement procedures. Bidders must provide a bid bond of 5% of the bid price and are encouraged to verify measurements and visit the job site prior to submitting a proposal. The evaluation will prioritize the lowest responsive and responsible bidder, with an Alaska bidder preference of five percent applied to the bid.

The contract opportunity includes specific set-aside designations and preferences for Alaskan businesses and veterans. To qualify for the Alaska bidder preference, vendors must hold a current Alaska business license, submit a bid under the name on that license, maintain a staffed place of business in the state for six months, and meet specific incorporation or residency requirements. An additional Alaska veteran preference of five percent is available for qualifying entities, such as sole proprietorships owned by Alaska veterans or companies with a majority of Alaska veteran ownership. The Alaska Railroad Corporation has a race-neutral Disadvantaged Business Enterprise (DBE) program, with an aspiration to achieve 4.0% DBE participation in federal fiscal years 2025-2027 on contracts funded by U.S. Department of Transportation agencies. While no specific budget range is provided, the project involves replacing electrical infrastructure and is scheduled for completion by December 30, 2025. The ARRC reserves the right to reject any or all bids and will award the contract based on the most advantageous proposal to the organization.
