About this opportunity
The California Department of Motor Vehicles issued an Invitation for Bid (IFB 25-323) for presort mail services covering a three-year contract period from June 1, 2026 through May 31, 2029. The procurement seeks a single contractor to handle two distinct mail sorting workloads: CLPI Mail Sorting (including Parcel Select Lightweight Flat Envelopes and comingled presorted first-class permit mail) and Letter Mail Sorting (pre-metered presorted first-class mail), with estimated three-year volumes of approximately 5.3 million pieces for CLPI workloads and 310 million pieces for letter mail workloads. Services include daily mail pickup from three DMV locations (Production Mail Center, Office Mail Processing Unit, and CLPI Mail Processing Contractor facility) Monday through Friday between 6:00 a.m. and 5:00 p.m., with processing completed by the next business day and delivery to USPS. Bidders must possess a valid Motor Carrier Permit, demonstrate at least three years of active business operation, maintain a secured facility within 30 miles of Sacramento with minimum 3,000 square feet, hold valid USPS permit indicia for all three mail types, provide evidence of processing at least 300,000 mail pieces daily for the previous 12 months, and submit three government or private entity references with similar experience. Pricing is structured as cost per 1,000 items processed with volume discounts. Written questions are due by 10:00 a.m. on January 27, 2026, with responses released by 5:00 p.m. on February 3, 2026; bids must be submitted via email by 11:59 p.m. on February 10, 2026, with bid opening scheduled for 10:00 a.m. on February 11, 2026.
The procurement includes a 3 to 5 percent Disabled Veteran Business Enterprise (DVBE) participation incentive based on subcontractor commitment levels and enforces 25 percent minimum Small Business/Minority Business subcontracting requirements under non-SB preference provisions. The contractor must furnish a $300,000 performance bond and maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000), Automobile Liability ($1,000,000), Cargo Liability ($300,000), and Crime Insurance ($1,000,000) with the DMV named as additional insured. The DMV will establish a postage security deposit at contract award to be held by the contractor for permit mail and parcel postage. Liquidated damages of $500 per load apply for late or unaccepted USPS deliveries and $50 per day for failure to perform on required working days. The contract is subject to availability of funds under the California Budget Act and may be terminated for cause or convenience with 30 days' written notice. Two separate contracts will be awarded to the same bidder based on the lowest responsive/responsible cumulative bid total for all workloads combined.
