About this opportunity
The California Department of Motor Vehicles (DMV) is issuing an Invitation for Bid (IFB) for the rental and delivery of janitorial supplies to 14 field office locations across Regions II through VIII throughout the state. The contractor will be responsible for providing all labor, tools, materials, equipment, and travel necessary to deliver janitorial supplies including mops, cloths, towels, and related equipment on a weekly basis during DMV business hours on scheduled weekdays, excluding state holidays. The contract term is 36 months, commencing April 1, 2026, or upon contract approval, whichever is later, through March 31, 2029, with transition-in and transition-out phases occurring during the first and last four weeks of the contract term. Prospective bidders must submit written questions by January 29, 2026, at 4:30 p.m., with responses posted by February 3, 2026, at 4:30 p.m., and bids are due February 9, 2026, at 11:59 p.m., submitted via email to DMVBIDS@dmv.ca.gov in non-fillable PDF format, with bid opening on February 10, 2026, at 1:00 p.m. Bidders must provide rental service costs per item, replacement costs for damaged or unserviceable items, and a grand total cost for evaluation, and will be evaluated on a lowest responsible responsive bid basis. Required qualifications include compliance with all state certifications and licensing requirements, proof of required insurance including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation insurance, maintenance of distinctive uniform clothing with permanent identification, and compliance with state security, health, safety, and non-discrimination regulations.
Preferences are available for Small Business Enterprise (SBE) and Non-SB certifications, and a Disabled Veteran Business Enterprise (DVBE) participation incentive applies, offering a bid reduction of 3 to 5 percent depending on the percentage of DVBE subcontractor commitment. No information regarding incumbent vendors or existing infrastructure requirements is specified in the procurement documents. The estimated project cost is $161,316.00 for the entire 36-month contract period, though the DMV does not guarantee minimum or maximum usage of the agreement and reserves the right to request itemized cost breakdowns from the intended awardee. No travel reimbursement is provided to the contractor, and the DMV retains the right to award the contract based on lowest responsible responsive bid evaluation.
