The City of Greenville, North Carolina is requesting bids for the North Recreation Complex Improvement Project at ECU's North Recreation Complex (3764 US-264, Greenville), with bids due July 28, 2026 at 2:00 p.m. The City has established MBE/WBE participation goals of 10% minority business participation and 6% women business participation; bidders must demonstrate good-faith efforts to meet these goals and submit documentation of participating vendors' names, dollar values, and certification status.

The project scope encompasses demolition, site clearing, mass grading and subgrade preparation, installation of new stormwater infrastructure (HDPE and RCP piping ranging from 12" to 36" diameter) and drainage improvements, temporary and permanent erosion and sediment control measures per NCG01 Construction General Permit, concrete washout facilities, tree protection, and seeding and mulching of disturbed areas. Work includes renovation of four existing rectangular athletic fields with replacement by synthetic turf fields and associated site improvements including 407 parking spaces (10 ADA-compliant). The base bid includes five priced alternates: Quarter Deck Commons, U8 Soccer Field, Synthetic Turf between Fields 1 & 2 with U8 Soccer Field, Full Synthetic Turf with U8 Soccer field and Quarter Deck Commons, and Conduits for Scoreboard Electrical and Communications. The contract includes twenty unit-price items for potential authorization covering sidewalk, fencing, conduit, drainage basins, and irrigation work.

Substantial completion is required within 150 calendar days and final completion within 180 calendar days from contract commencement, with liquidated damages for missed deadlines. Award is made to the lowest responsible and responsive bidder based on lump-sum base bid price only; alternates and unit prices are for evaluation but do not determine the apparent low bidder. Bid security of 5% of maximum bid price is required. A non-mandatory pre-bid meeting is scheduled for July 14, 2026 at 2:00 p.m. at Jaycee Park Administration Building, 2000 Cedar Lane, with a mandatory site visit immediately following at 3:00 p.m. Questions in writing are due at least seven days prior to bid opening. Bidders must submit qualifications statements, financial data, state contractor license information, proposed subcontractors list (Site/Utility, Landscape, and Electrical Contractors), safety information, and evidence of authority to do business in North Carolina.
