About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a small business to provide mid-day and after-hours janitorial services for the Oakland Claremont DMV Field Office through a 36-month contract. The procurement involves comprehensive cleaning services for approximately 7,932 square feet during mid-day and 10,393 square feet during after-hours, with specific cleaning specifications and requirements. Potential bidders must provide at least one primary and one backup janitorial worker capable of performing contracted services. The solicitation (Bid 25-185) requires electronic bid submission via email to DMVBIDS@dmv.ca.gov by September 4, 2025, at 10:00 a.m., with a mandatory pre-bid conference scheduled for August 28, 2025, at 10:00 a.m. at the Oakland Claremont location. Bidders must comply with specific labor regulations, including the Displaced Janitor Opportunity Act, Property Service Workers Protection Act, and maintain an hourly rate of $37.20 for janitors ($23.06 in wages and $14.14 in blended benefits).
The contract is exclusively reserved for California Department of General Services (DGS) certified small businesses, with strict qualification requirements including compliance with Executive Order N-6-22 regarding economic sanctions against Russia. Bidders must provide proof of California Department of Industrial Relations registration and submit documentation demonstrating workers' compensation and other required insurance coverage. The solicitation includes specific restrictions, such as prohibiting bidders targeted by economic sanctions and requiring adherence to labor code sections 1060-1065 and 1420-1434. While a specific contract value is not explicitly stated, the detailed service requirements and 36-month term suggest a substantial commitment from the DMV. Potential bidders must carefully review all attachments, particularly Exhibit E, which provides comprehensive information about wages, benefits, and legal compliance requirements for this janitorial services contract.
