About this opportunity

The California Department of Motor Vehicles (DMV) is seeking a Small Business Bid Solicitation for mid-day and after-hours janitorial services at the Santa Monica DMV Field Office. The procurement is for a thirty-six month contract requiring one primary janitorial worker and one backup worker to provide comprehensive cleaning services. Bidders must submit proposals that comply with specific labor code requirements, including Government Code Section 19134 and the Displaced Janitor Opportunity Act. The solicitation, identified as 25-138, was posted on September 3, 2025, with proposals due by September 23, 2025. Key qualifications include certification by the California Department of General Services as a Certified Small Business and compliance with the Property Service Workers Protection Act, which requires bidders to provide a California Department of Industrial Relations registration number.

The procurement is specifically designated for small businesses with strict eligibility criteria, including an executive order requirement that bidders cannot be subject to economic sanctions related to Russia. Bidders must demonstrate compliance with labor regulations, specifically Labor Code Sections 1060-1065 and 1420-1434, which outline worker protection standards. The contract appears to be geographically focused on the Santa Monica DMV Field Office, potentially serving jurisdictions in Los Angeles County and San Francisco City. While specific budget ranges are not detailed in the provided documentation, the comprehensive labor and certification requirements suggest a structured procurement process designed to support small, local businesses while ensuring high-quality janitorial services. Prospective bidders must carefully review all specifications and demonstrate full compliance with state labor and business regulations to be considered responsive.
