About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a contractor to provide Commercial Driver License (CDL) skills test administration training for License Registration Examiners (LREs) and Occupational Licensing Inspectors in Northern California. The procurement is an Invitation for Bid (IFB) 25-082, targeting training programs across three course types: a 15-day training for new examiners, a 3-day conversion training for current CDL examiners, and a 10-day training for Legacy Vehicle Inspection and Basic Control Skills. Key requirements include a training facility within 40 miles of Sacramento's DMV training center, with instructors possessing a minimum of three years of commercial driving experience or one year as a commercial driver instructor. All instructors must hold valid commercial driver's licenses and be capable of operating specific vehicle types, including Class A vehicles with manual transmission and air brakes, and Class B passenger vehicles. The bid is due by 11:59 p.m. on June 18, 2025, with a proposed contract start date of August 1, 2025, or upon contract approval, and the contract will initially run for twenty-three months with a potential twelve-month extension.
While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, bidders can receive a bid incentive of 3-5% based on their percentage of DVBE subcontractor involvement. The total estimated number of courses is 22, comprising 16 for new examiners, 2 for CDL criteria conversion, and 4 for Legacy Skills Training. Bidders must submit detailed instructor resumes, including educational background, certificates, and teaching experience, which will be subject to approval by the DMV Project Manager. The contractor must provide various training vehicles, including a conventional tractor, bus, Class B vehicle, and semi-trailer. While specific budget details are not explicitly stated, the comprehensive training requirements and multiple course types suggest a significant contract value. The procurement covers jurisdictions in Sacramento County and San Francisco City, indicating a focus on Northern California's DMV training needs.
