About this opportunity

The California Department of Motor Vehicles (DMV) has issued an Invitation for Bid (IFB) for courier services covering 17 DMV field offices in rural California locations, specifically targeting Imperial County, Lake County, Mendocino County, and Anaheim City. The contract requires a comprehensive courier service to deposit cash and checks and provide cash change services for various DMV field offices, with bidders responsible for providing all necessary labor, tools, materials, equipment, and travel. Key bidder requirements include possessing a valid Motor Carrier Permit from the California DMV, ensuring all employees have appropriate California driver's licenses, and performing services without subcontractors. The procurement seeks a contractor to execute daily pickup and delivery of financial assets with strict operational standards. Critical procurement dates include written questions due by 4/29/2025 at 4:30 p.m., question answers posted by 5/6/2025 at 4:30 p.m., and bid submissions required by 5/12/2025 at 11:59 p.m. via email to DMVBIDS@dmv.ca.gov. The anticipated contract term spans from 9/1/2025 or upon contract approval through 6/30/2027, with evaluation criteria focused on lowest responsible and responsive bidder.

The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The contract appears open to qualifying private courier services that can meet the strict operational requirements, with liability limits ranging from $2,000 to $200,000 across different office locations. Bidders must complete multiple attachments including certification sheets, cost sheets, and declarations related to civil rights laws, the Darfur Contracting Act, and the Iran Contracting Act. While specific budget ranges are not detailed, pricing will be evaluated monthly for each DMV field office, suggesting potential variability in contract value based on service complexity and location. The DMV reserves the right to request cost breakdowns and reject bids not meeting all requirements, indicating a rigorous selection process. The procurement represents a significant opportunity for courier services capable of meeting the DMV's precise operational and compliance standards across rural California locations.
