About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a certified small business to provide after-hours janitorial services for the Quincy DMV Field Office through a thirty-six month contract. The procurement is a Small Business Bid Solicitation (SB Bid) focusing on comprehensive cleaning services for the facility. Critical procurement details include a mandatory pre-bid conference scheduled for May 12, 2025, at 10:00 a.m., with written questions due by May 20, 2025, at 10:00 a.m. The final bid submission deadline is May 28, 2025, at 10:00 a.m. Bidders must carefully review Exhibit A for the complete Scope of Work and must comply with specific labor code requirements, including the Displaced Janitor Opportunity Act and the Property Service Workers Protection Act. The solicitation requires bidders to provide their California Department of Industrial Relations (DIR) registration number and demonstrate compliance with employee wage and benefit standards outlined in Exhibit E.
The contract is exclusively reserved for California Department of General Services (DGS) certified small businesses, with specific restrictions related to economic sanctions. Bidders must explicitly confirm they are not subject to U.S. economic sanctions against Russia, and the DMV reserves the right to reject bids from entities targeting sanctioned individuals or organizations. The procurement includes labor protections such as compliance with Government Code Section 19134 and Welfare and Institutions Code 19404, which govern employee treatment and compensation. While specific budget ranges are not disclosed, the three-year contract duration suggests a substantial commitment to ongoing janitorial services. Prospective bidders must navigate complex regulatory requirements, including providing proof of small business certification, adhering to labor codes, and demonstrating capability to perform comprehensive after-hours cleaning services at the Quincy DMV Field Office.
