About this opportunity

The California Department of Veterans Affairs (CalVet) is seeking a contractor to provide rethermalization meal delivery system services for the Veterans Home of California-Yountville through Invitation for Bid (IFB) No. 24YS0030. The procurement involves comprehensive preventive maintenance and repair services for a critical meal delivery system, specifically covering 51 Convect-Rite Prime Carts, 8 Transport Carts, and 18 Convect-Rite Prime Docking Stations across multiple facility locations. Contractors must provide factory-trained technicians certified on the Aladdin Temp-Rite Convect-Rite Prime Retherm System, with services to be performed during standard business hours (Monday through Friday, 7:00 AM to 5:00 PM PST). The key deliverables include semi-annual preventive maintenance visits scheduled for July 2024, January 2025, July 2025, and January 2026, with a requirement to maintain adequate equipment and parts inventory to enable repairs within 24 hours. Bid submissions are due by December 9, 2024, at 5:00 PM, with bid opening scheduled for December 10, 2024, at 2:00 PM, and the contract term running from July 1, 2024, through June 30, 2026.

The solicitation encourages participation from Disabled Veteran Business Enterprises (DVBE) and Small/Micro businesses, with potential bid preferences ranging from 1% to 5% based on participation levels. Non-small businesses can receive a 5% preference by subcontracting at least 25% to Small/Micro businesses. The contract includes a $20,000 parts allowance for the entire two-year term, with bidders required to submit comprehensive documentation including Commercially Useful Function certification, Darfur Contracting Act certification, and a new Generative AI Disclosure notification. Insurance requirements are substantial, mandating $1,000,000 in commercial general liability coverage, professional liability coverage, and workers' compensation insurance. Contractors must also comply with federal and state regulations, including HIPAA privacy standards, and submit detailed monthly invoices documenting all services, parts replacement, and labor hours. While the specific award value is to be determined, the contract structure suggests a comprehensive service agreement focused on maintaining critical meal delivery infrastructure for veterans.
